The first measure Zhang Zuolin took was to strengthen vocational education in spare time and incorporate vocational education into general education. For this reason, he specially ordered all the Daoyin and provincial schools on December 2, 1917 to emphasize that school education is focused on practicality.
He even sent a letter to ask that "all primary and secondary schools, male and female schools, do not only focus on beauty in painting, handicrafts, and arithmetic courses, but must pay attention to pragmatism" so that students can develop in an all-round way.
He also sent people to investigate the situation of vocational education in the province to understand what talents are needed in various places and which profession is the most popular, so as to formulate and implement vocational education standards. Zhang Zuolin also designated special funds for vocational schools to collect donations for gardens and use them as this special funds, which gave the development of Fengzhou education a reliable economic guarantee.
Under Zhang Zuolin's repeated urging, localities stepped up the preparation and construction of vocational schools. By 1929, the total number of vocational schools in the province reached 45, 6 provincial schools, 39 county schools, and 4,798 students.

At the beginning of the establishment of Dongda University, there were some problems in hiring teachers. Understanding this situation, Zhang Zuolin immediately made a decision: "All university professors and other salaries will be paid in silver dollars, and no arrears are allowed."
In order to attract first-class scholars to teach here, Zhang Zuolin’s salary and treatment set by Northeastern University is quite generous, even higher than that of several well-known universities in China!
Take professors as an example. Professors from Peking University and Tsinghua University earn 300 yuan a month, 240 yuan a month in Nankai University, and 360 yuan a month. By 1918, just two years later, the number of students studying in Japan in Fengtian Province reached more than 150, more than doubled. By 1925, 232 international students in Fengtian Province had already been studying abroad.
In order to facilitate the understanding of the situation of international students, Zhang Zuolin also sent experienced managers to Japan to manage international students and formulated the "16 Interim Rules for the Management of Students in Japan in Fengtian Province", which must be followed.
In 1919, prices in Japan soared, and students who stayed in Japan encountered some difficulties in their lives. In order to make students feel at ease, Zhang Zuolin ordered the increase of tuition fees for public-funded students. The Education Department formulated the "Measures for Rewarding Students in Japan for Self-funded Students" and the "Regulations on Self-funded Students in Japan for Rewarding Specialized Universities in Japan for Self-funded Students".
In the regulations, students who are admitted to special universities designated by Fengzhou Province and study designated subjects will be given a rated reward. The amount of bonus is divided into A, B and C according to the degree of the school's subject, local living conditions and academic year examination results, and the daily bonus is 600,500,400 yuan per year. This may be the first scholarship system in China.

But few people know that as early as the Zhang Zuolin period, Fengtian’s normal schools had waived tuition fees and also paid for food, all of which were paid by the Fengtian Provincial Government.

For example: Fengtian Provincial First Normal School, students' breakfast is rice porridge and pickles; rice at noon, four dishes and one soup, two meats and two vegetarian dishes; dinner, four dishes and one soup, all of which are vegetarian dishes.
On Saturday lunch, the food is improved, including jar meat, wood beard meat, roasted yellow croaker, braised sea cucumber, etc. There are others such as Shenyang Higher Normal School, which are also very rich in food. These are all supported by Zhang Zuolin.
It is precisely because of this that when news of Zhang Zuolin's burial during the puppet Manchukuo period in history that Zhang Zuolin's hometown was going to be buried, the gentry in Haicheng, heard that Zhang Zuolin was going to be buried, and wrote a letter jointly requesting that Zhang Zuolin be buried in Haicheng.
