Section 38 (Part 1)

Car oil prices have risen, not much, and each increase has increased by more than three cents.!

(This book was first published at Qidian)

After the regular meeting of the Military Commission ended that day, I talked about this to Minister Liu Zhengsheng half-jokingly, and said that if we would continue like this, we would be afraid of using military funds to buy oil. This was originally a joke, but he frowned after hearing this, and pulled me to walk towards the Chairman's office.

Chairman Wang Zengyi was still sitting at his desk as usual, but there was one more person next to him - Premier Tang Rong.

"A coincidence, I was about to tell him about this. Unexpectedly, he would talk to me first." Minister Liu pulled me down and said to the two of them first.

"Haha! It seems that we all think of going together." The Prime Minister smiled.

"What are you all saying? What did you think of going together? What did I say?" Looking at these three people, I really don't understand what medicine they are selling in the gourd.

"Xiao Zhao, sit down first. Let us explain it to you slowly." The Chairman said, "This is the thing."

Oil is the lifeblood of energy that supports a modern country. National defense, people's livelihood, and national operation rely on it. Since oil was discovered several centuries ago, it has never been as important as it is today. Those withered and rotten plants hundreds of millions of years ago probably did not expect that their decaying and rotten body would be so favored by mankind after a long period of evolution.

The total proven oil reserves on the earth are more than 700 billion tons, but they are not evenly distributed deep underground. China has very few reserves.

The remaining storage volumes of Shengli Oilfield and Daqing Oilfield discovered in the 1950s are not much. According to the speculation of relevant experts, at this current mining speed, the oilfield will wither completely in more than 50 years. China's final recoverable resources of land oil in China are 9.45 billion tons, which is completely exhausted after about 58 years at the current rate. China's western oilfields have harsh conditions, high mining costs, and far from the consumer market, so the mining cost is extremely high. Offshore oilfields are currently mainly based on joint ventures due to the difficulty and cost of marine exploration and high technical requirements. However, the South China Sea, the Yellow Sea and other waters have territorial waters conflicts with many countries, so it is difficult to exploit. By that time, only the Karamay in Xinjiang and several offshore oil wells on the coast are left on China's land that are very close to the shore. For a country like China with a daily oil consumption of about 6 million barrels, this amount of oil is not enough.

It's terrible without oil. You can imagine a situation where China has no drop of oil available one day. Thousands of cars of all sizes and sizes cannot move when parked, ships cannot drive, and planes cannot fly. The most terrifying thing is the army. Various combat aircraft and combat vehicles cannot move because they have no oil. If at this time, other countries launch a war against China... the result is conceivable.

Without energy, the country will die.

China cannot be without oil, no matter what method is used, we must get it.

Buy. This is the oldest way of trading. Exchange of materials they need. This is an effective way for China to make up for its huge oil gap. The largest oil reserves on the earth are located in the Gulf of the Middle East, where there is oil that can be used by all mankind for 100 years. There is nothing on that land, only oil. By selling oil to other countries, the people there actually become the richest man in the world. However, the need to rely on buying to maintain a country's energy is not a long-term solution.

Not only there, but also the North Sea of Britain, Russia's Siberia and other regions also have huge reserves of oil. But those are not Chinese territory.

Is it really impossible to find any oil within China's scope? Of course not. There is a rich reserve of oil under the continental shelf in the southern waters.

Since there is, why not pick it? This is exactly the question I want to ask.

"If it could be mined, we would have taken action long ago." The Prime Minister in charge of the economy looked helpless: "The planning of the oil and gas fields in the South China Sea islands was completed a few years ago, but they have not been able to be mined. There are many reasons, and the most important thing is the lack of technical strength. Offshore oil extraction is different from land mining, and it has strong requirements for all aspects. Our country's scientific and technological research in this area started relatively late, and Western developed countries are very hostile to us and do not allow any technology to flow into our country at all. In addition, there have always been territorial disputes between the countries around the South China Sea and the large and small islands in this sea area, so it has been dragged until now. Especially the South China Sea oil has been under the jurisdiction of the countries around the South China Sea and the large and small islands in this area.

The fields, all over the country have already produced abundant oil and gas. Vietnam has turned from an oil importer into an oil exporter by exploiting the South China Sea oil fields. If we compete for the South China Sea, the Southeast Asian Alliance will collectively fight against China and cut off the Strait of Malacca. China's imported crude oil is mainly transported through the Strait of Malacca, so this is also the reason why my country cannot be tough on the South China Sea issue. And behind the Southeast Asian Alliance, there are two powerful shadows of the United States and Japan. By 2020, my country's oil relies on imports, so my country offends Southeast Asian countries even more. In the future, when oil mainly relies on imports, due to the soaring oil prices, the export processing industry China currently relies on will completely collapse."

"If this is the case, I won't say it anymore," Minister Liu suddenly inserted his words: "The most hateful thing is that these countries see that we have no way to mine, and secondly, there is no strong navy to effectively protect the surrounding islands. They actually collude with foreign oil companies to exploit this land that should belong to us in a cooperative manner. In this matter alone, they have to take away nearly ten million barrels of oil from the South China Sea islands every year. But we have no choice."

"Then why not fight?" I really can't understand this matter. It is really unreasonable that a great country with a territory of nearly 10 million square kilometers will be bullied by a small country next to me.

"We cannot fight, at least we cannot fight now." The chairman sitting next to us said: "We are not only in the South China Sea islands, but also in the Diaoyu Islands, which are full of troubles in China, and we are not good at making any moves."
