Chapter 268 Who do we represent?

In early August, after picking up and dropping off another group of refugees on Jeju Island, Thor finally returned to Beihai Town.

The Qing refugees brought back this time were still mainly from Henan people, most of them from Kaifeng, Guide, Weihui, Huaiqing and other counties. After inquiry, Zhao Xin learned that at the turn of spring and summer this year, a large-scale locust plague continued to break out in Henan, resulting in the summer grain harvest again.

The refugees asked were crying and explained to Zhao Xin: "Master, it was too dry last year and this year! When the locusts came, thousands of miles of grass and trees were eaten up, and even the hair of cattle and horses was eaten clean. How can we live!"

In this protracted and extremely serious disaster, the victims of Henan could not bear the blow of hunger and sold their farmland to make a living. Many farmers were eager to sell the wheat fields that were about to mature when they were in trouble, and could not wait to sell them at a low price to exchange for rice, grain, gold and silver to solve the problem of being trapped.

Rich families in Taikoo, Pingyao, Qixian and other places in Shanxi came to the scene and used usury to lend money to hungry people and merge land at a low price. They bought farmland in the disaster area at a low price of one-third of the usual seasons, or underestimated the other's land value for mortgage loans; or collected disaster victims' real estate at a low value by pawning.

Although Qianlong issued a special order in May of this year, he ordered local officials to investigate the behavior of Shanxi merchants in detail and ordered the seller to take back the land sold at the original price.

But the problem is that the farmers are almost starving to death, and the money for selling land is impatient to buy high-priced grain, so how can they still have money to redeem?

The population of Beihai Town is increasing. According to Zhao Xin's previous "sand mixing" plan, Deng Fei had transported 8,000 Henan refugees to Pingyuan Town in Essay in July to open up land. After the "highway" between Beihai Town and Furdan City was opened, hundreds of refugee families would be led to Furdan City every five days to open up the land on the south bank of Xingkai Lake.

However, due to the lack of agricultural machinery and technical workers, refugees can only wave shovels and pickaxes to reclaim the swamps under the leadership of civil affairs clerks.

As the population increases, conflicts between new and old refugees begin to emerge.

Specifically, the early refugees worked through division of land and workshops, and most of them had already entered the ranks of middle-aged peasants and even rich peasants. These people began to dream of being superior and even becoming landlords. Among the new refugees, many of them tried to marry their daughters to old refugee families as concubines; some even wanted to be slaves.

Faced with this situation, it is difficult for Chen Qingsong to stop it, because Beihai Town currently does not have a complete legal system. The so-called "no law can be used for it without prohibition", and even the public security police cannot interfere in the matter of taking concubines.

"If the law is not prohibited, it is actually not allowed to violate the law. Lao Chen, there is a huge gray area in the middle; only morality can be restrained. But what is morality today? It is morality under the feudal system. Taking concubines, being masters, and receiving household servants are all allowed by the Qing Dynasty laws, so of course you can't control it."

Zhao Xin talked about Chen Qingsong's distress, and he continued: "Look, today we can fight for family slaves, and tomorrow we can make a fortune by marrying our daughter as a concubine. Concubine has no social status. If you want to gain status, the only way out is to be a wife. There are barren mountains and rivers everywhere here, and no one can find someone."

Chen Qingsong asked a little annoyedly: "What do you think you should do?"

"Law, law-sharing. You have been a leader, so this should be clearer than me."

"I'm so busy all day long, how can I have time to host this!"

"The eight old guys looking for education."

"They? Are they okay?"

"You'll know if it's OK or not. Let's hold a discussion meeting first."

Two days later, the first "legislative preparation meeting" in Beihai Town was held in a classroom in the school. In addition to Zhao Xin and Chen Qingsong, there were eight teachers from the education office. The military system sent Wu Siyu, and the medical system was Hong Tao. As for the workshop, the sent one was Li Ji's wife Shino.

Zhao Liang's reply was: "I don't have time! I'm busy with all my work, so how can I have no time to care about this."

Well, Zhao Xin, as the convener of the meeting, speaks first.

"Everyone, before discussing legislation, we must first determine a principle. Law, what is the spirit of our Beihai Town law?"

As soon as Zhao Xin said this, the teachers who were about to talk endlessly were stunned. The spirit of law?

"Mr. Zhao, can you tell me in detail?" asked Lao You, the head of the education department.

Zhao Xin smiled and said, "The spirit of the law is the interest class it represents, and whether it is revolution or reform, it will revolve around this theme. For example, the Qing Dynasty, the basic spirit of the Qing Dynasty's law does not lie in the vast majority of peasants and petty-civilians, but in order to maintain the feudal order of the emperor's family and the world to make up for its shortcomings; and the gains and losses of the people mainly depend on the kindness of the emperor or officials. For example, if the fall is asked to be executed in the late autumn, the emperor will change the judgment, so the Qing Dynasty was a complementary relationship between the rule of man and the rule of law."

Chen Qingsong suddenly realized: "What you mean is that we must first make sure that the laws of Beihai Town represent which class. If this problem is not solved, it will inevitably happen if it takes concubines, family slaves, and even the formation of a new feudal class."

"Yes!" Zhao Xin nodded and said, "If we don't understand this problem, we will not be sure. Even if we drive Qianlong or Jiaqing from the throne of the emperor, this country will still be a feudal society. The Eight Banners are gone, but the conservative, solidified thinking formed by Han officials over the past few hundred years, regarding technology as a strange technique, and regarding openness as a distinction between China and the barbarians, will continue. Even if we are strong in a short period of time, we cannot escape the 'circulation of governance and chaos'."

One of the people here suddenly asked, "Do you need to protect human rights? Are the means of torture and confession reserved?"

Zhao Xin nodded and said, "Teacher Zhang, the most important human rights at this stage are the right to survive. The presumption of innocence is not suitable. Europeans can do it, but we cannot. The farmers in this era are bullied, and they are both the same, whether they are the Qing Dynasty or the island country. But these people are actually smart or even very cunning with the government. If we don't have thunder means, there will be too many loopholes to exploit here."

This chapter is not over, please click on the next page to continue reading! Lao You nodded and said, "I agree with Zhao Xin's opinion." He didn't expect that Zhao Xinyi came up and pointed directly at the core of the problem, rather than simply trying to formulate a legal provision.

Wu Siyu said: "Actually, the "Discipline Ordinance" implemented in the army is formulated in reference to the regulations we were in the army. However, there are many problems now, and the soldiers' emotions fluctuate greatly. The treatment of the troops is generally very high, so many refugees want to marry their daughters to soldiers or officers' families as concubines. Wang Yuanfang and I can only discover and stop them. Some of the things that have not been discovered are already done, and we can't say anything else."

Zhao Xin said: "That's it. Any concubine in the army, no matter how high the position is, will be removed!"

The discussion lasted for two days, and the teachers argued endlessly. What should be reflected in the spirit of democracy and the rule of law, what should not be tortured, and some people even naively asked whether the death penalty could be abolished.

The final decision was Yu Deli, a math teacher. This man didn't say a word for the previous day and a half, and finally saw that everyone could not reach a unified opinion, so he returned to his residence and searched through it. A copy of the "XX Border Area Legal Principles" that was only two pages was placed in front of everyone.

After reading it, Lao You high-five and exclaimed: "Xiao Yu, why didn't you take out this good thing early?"

Yu Deli said lightly: "I took out the private inventory just now."

Speaking of which, Yu Deli has a lot of inventory. After the meeting, at Zhao Xin's request, Yu Deli took Zhao Xin back to his residence and showed him his private collection. Zhao Xin actually found a lot of old legal information in a bunch of old documents, which made him overjoyed.

"Teacher Yu, why do you like to collect these things?"

Yu Deli said: "I can't say I like it. Many of the information here are left by my father during his lifetime. I'm selling scraps. I think it's a pity, so I stayed them all."

"What is your father?"

"I used to be a teacher."

"Oh!" Zhao Xinxin said that this really helped a lot.

"Teacher Yu, are you interested in being the leader of the legal drafting team? I am not trying to win you over, so don't get me wrong. When we set the banner before, I felt that you were full of knowledge and not as simple as a math teacher."

Yu Deli looked at Zhao Xin with fun and smiled, "What's wrong with winning over? Everyone has a little ambition, so do I. Mr. Zhao, don't mind if I say this."

Zhao Xin hurriedly said: "No, no."

Yu Deli continued: "But what surprised me the most was that you could actually speak the spirit of Dharma, which really made me admire him. I thought you just wanted to be a warlord and overthrow the Qing Dynasty warlords."

Zhao Xin also smiled and said, "What about?"

Yu Deli stared at Zhao Xin's eyes and said, "Then you become another Yuan Shikai." He frowned and continued, "Maybe this is inaccurate, at least the force you have on hand is much stronger than Yuan Shikai."

Zhao Xin put away his smile and looked at Yu Deli and said, "Teacher Yu, what would you do if I really became like that one day?"

Yu Deli shrugged and said, "Since it's boring, let's go back. Raise flowers and walk the dog."

Zhao Xin nodded, stretched out his right hand, and looked at Deli and said, "I will try not to be a single man."

Yu Deli laughed and said, "Then I will wait and see." Then he stretched out his hand and held it with Zhao Xin.

Sure enough, after the discussion meeting the next morning, Yu Deli, with Zhao Xin's strong recommendation, was appointed as the leader of the Beihai Town Law and Regulations Drafting Group, and presided over the drafting and formulation of legal provisions.

After Yu Deli took office, he first transferred ten people from the older children over thirteen years old as assistants. After studying at the school in Beihai Town for two years, his handwriting was already written in a straightforward manner, and the compositions he usually arranged were practical. Yu Deli felt that this was enough, and these children were mainly responsible for recording, copying, and preaching.

As for the deputy leader of the drafting group, it was another teacher Zhou who taught Chinese. This person was named Zhou Weiguo, who was nearly fifty years old and was an outstanding representative of "paid tutoring". However, Fang Hua originally wanted to treat his wife's medical expenses, but Teacher Zhou felt that his salary was not enough to spend.

Since the 18th century, Zhou Weiguo has been in a state of "yellow croaker" like a sloping edge, which is not usually conspicuous. But since he entered the drafting group, Zhou Weiguo suddenly burst into passion and began to speak incessantly. Many suggestions made Zhao Xin and others look at him with admiration.

For example, Zhou Weiguo proposed that the first regulation that Beihai Town needs to be promulgated should involve the protection of property rights. The reason for this is to let all refugees know that as long as you abide by the laws of Beihai Town, your human rights and financial rights will be protected; rather than under the Qing Dynasty, the magistrate who destroyed the family, the prefect who destroyed the family, and the servants who killed the family could come to blackmail at any time.

So five days later, the first formal legal regulations in Beihai Town were introduced. As before, this regulations were first posted in the publicity columns in Beihai Town and Furdan City in the form, and students from the school were sent to read aloud to the refugees.

"The Regulations on the Protection of Human Rights and Financial Rights in Beihai Town were promulgated on September 26, 1786... This Regulations are for the purpose of protecting the human rights and financial rights of all people under Beihai Town and not being illegally infringed... Protecting the private property rights of all people and the right to use and freedom of income according to law... Except for the public security police department performing their duties in accordance with the law, no department shall arrest, interrogate and punish anyone. If interests are damaged, there is the right to accuse any person of illegal behavior in any way..."

Zhu Dagui stood in front of the crowd, listening to the young and old man interpreting the content of the notice to him. These farmers from the Qing Dynasty had long developed the habit of obedience to the government's words. They all listened to the child named Xu Funan after reading it, and they all looked at each other.

This chapter is not over, please click on the next page to continue reading! "Mr. Xiao Xu, I want to ask, is this people the common people that the men often call?" As the leader of the resident group, Zhu Dagui often follows, so he is more courageous than others.

Xu Funan is 11 years old this year, growing to 1.5 meters tall. He has a small flat head and is wearing a summer labor protection uniform in Beihai Town. Those who don’t know him think this child is a civil affairs clerk.

He heard Zhu Dagui's question and deliberately cleared his throat and explained: "The people are the people. All the people who live and live in Beihai Town, Furdan City, including Kuye Island and Pingyuan Town, as well as you and me, are listed here."

At this time, another listener said, "I have been listening for a long time. What do you want to say when you are the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who is the one who

Xu Funan said in his heart that I spent a long time in vain. He rolled his eyes and said, "This regulation is the law, which means that without committing a crime, all your property will be protected. No one can blackmail you or rob your property!"

"What? Method?! How can you write this method on white paper? How despairing! The emperor issued an imperial edict, which was all yellow silk."

"Yes, yes, you're using this paper wrong!"

When Zhu Dagui saw Xu Funan almost cried, he quickly turned around and scolded the people around him: "What are you doing, what are you doing?"

The man who said the imperial edict said, "What are you talking nonsense? In the first few years, I went to the county town to sell vegetables and saw that the imperial edict in my hand was yellow!"

The onlookers began to talk, but everyone didn't care about the content of the article at all; this made Xu Funan feel traumatized and almost burst into tears.

Like Xu Funan, other children in charge of preaching also encountered the same situation. There were even several new refugee families holding a child's hand and saying that they would be betrothed to him.

Looking at the students with red eyes and dejected heads, Yu Deli smiled and said, "Children, do you think that reading the regulations will make everyone understand and understand? This is a long and extremely difficult thing!"

At this time, Xu Funan and others wiped their eyes and looked at Yu Deli with intent eyes to continue explaining.
