On February 5, 1958, the Democratic People's Republic of Korea issued a statement on the issue of peaceful reunification of North Korea:
In order to ease tensions in North Korea and peacefully resolve the North Korean issue, the US military and all foreign troops, including the Chinese People's Volunteer Army, should withdraw from North Korea at the same time. To this end, countries with troops from North Korea should quickly take corresponding measures to withdraw their own troops from North Korea immediately... After all foreign troops withdraw from North Korea, free elections across North Korea should be implemented under the supervision of neutral institutions within a certain period of time to achieve peaceful reunification of North Korea.
On February 7, the Government of the People's Republic of China issued a statement, fully supporting the peace initiative of the Democratic People's Republic of Korea on the North Korean issue, and all foreign troops were withdrawn from South and North Korea at the same time, and then held free elections across North Korea under the supervision of neutral institutions. The Chinese government prepared to consult with the North Korean government on the withdrawal of the Chinese People's Volunteer Army from North Korea.
On February 14, Premier Zhou Enlai of the State Council of the People's Republic of China, Marshal Chen Yi, Vice Premier and Foreign Minister Chen Yi, led a Chinese government delegation including Deputy Foreign Minister Zhang Wentian and General Su Yu, Chief of Staff of the People's Liberation Army, to visit North Korea and agreed on specific matters for the withdrawal of troops.

On the 25th, 300,000 people from Pyongyang City flocked to Pyongyang Station to see off the volunteer soldiers.
