Volume 20: Looking at the World with Cold Eyes to the Sun, Chapter 54, You Can Try It

Djibouti obviously got some tips from his delegation's performance in Ethiopia. The delegation's components are complex and involve many aspects, from culture and education to economic and trade investment, to agriculture and even the military. Such an all-encompassing delegation appears in the form of a political party exchange, which itself means unusual.

Moreover, this delegation visited eight African countries, six of which were concentrated in East Africa and Southeast Africa, which shows China's emphasis on East Africa and Southeast Africa. Djibouti believes that among these countries, no matter in any aspect, it is far from comparable to other countries. In addition to geographical location, why does Djibouti attract China's attention? Of course, there is only geographical location.

What can interest the Chinese people is naturally geographical location, but what aspects should the value and significance of this geographical location be reflected in? Djibouti will also consider it.

The railway and highway projects between Ghier and Ethiopia are of course very important, and have value and significance, but this is of great value and significance to the economic development of both countries. Perhaps the Chinese hope to obtain the contracting rights of this project and promote the economic development of this region. In the long run, it will also help China's influence in this region expand, but this seems a bit far away, especially for Djibouti, they tend to be more realistic.

For the Chinese, Djibouti's special geographical location in the Gulf of Aden is the most important thing, especially when the French/Americans have already established military bases here. Now the Chinese opponents in Asia, the Japanese, also want to establish military bases here. Doesn't the Chinese Navy, which is also escorting in the Gulf of Aden, need a naval base as one of the permanent members of the Security Council? This is obviously not in line with common sense.

If Chinese people can be attracted to establish naval bases or even comprehensive naval and air force bases here, it will undoubtedly be beneficial to further attract Chinese investment and enterprise settlement. Djibouti has shown a positive attitude on this point.

After several rounds of negotiations, Lu Weimin has realized this. Kyrgyzstan hopes that China will increase its investment in Djibouti, especially in infrastructure construction, to help Kyrgyzstan improve the investment environment and attract more capital and enterprises to settle down. At the same time, Kyrgyzstan also welcomes China to further strengthen its influence in Djibouti and even the East Africa region and around the Gulf of Aden, which also includes military existence. It welcomes China to play a greater "constructive role" in this region.

Lu Weimin and his delegation were the "constructive opinions" in this aspect, so it naturally discussed how to better play a "constructive role". In this regard, China is very willing to put forward some "constructive opinions".

When Lu Weimin and his delegation took off from Djibouti to Nairobi, the capital of Kenya, the delegation was missing several people.

For those who stayed in the Military and Military Science Society, they need to conduct further consultations with relevant personnel from the Kyrgyz side.

According to Sun Yang, Kyrgyzstan is interested in inviting senior Chinese military officials to visit Kyrgyzstan to discuss related matters. At the same time, we welcome China and Kyrgyzstan to strengthen military interaction and cooperation, including joint military exercises, and hope that China can provide assistance to Kyrgyzstan on military equipment.

This made Sun Yang and others ecstatic. They discussed "related matters", which included welcoming the Chinese military to establish a naval and air military base in Djibouti. Among them, the Kyrgyzstan side has clearly stated that it is willing to follow Japan and lease land near the Djibouti airport from China for China to establish an air force base. And the naval supply base that China attaches more importance to, and the Kyrgyzstan side is willing to provide all-round support. Of course, the specific matters need to be further discussed.

Lu Weimin certainly knew the reason why Ji's side was so active and enthusiastic.

The most important part is that China expressed its willingness to assist the construction of railways and roads from Addis Ababa to Djibouti and the Export-Import Bank of China to provide low-interest loans to Djibouti. At the same time, the Tuoda Group expressed its willingness to conduct further investigations and negotiations on the establishment of power plants and cement plant projects in Djibouti, which also excited Djibouti. Djibouti's industrial foundation is relatively weak, and due to the lack of market and mineral resources, European and American capital has always been not very interested in Djibouti, so industry and agriculture are not developed, and the arrival of the Chinese seems to have made Djibouti feel different.

The construction of railways from Addis Ababa to Djibouti alone is enough to inspire people. The completion of this railway of more than 600 kilometers will further enhance the status of Djibouti Port and will also bring a huge boost to Djibouti's economy. This is not the case with more industrial investment projects that may be brought about by improving the investment environment of Djibouti once this railway is completed.

Similarly, for Djibouti, if the Chinese can establish a military base, it will be a balance for this country. The four major powers of the United States, France, Japan and China have set up military bases here. For small countries like Djibouti, they can undoubtedly get along with each other. Lu Weimin even suspected that if Russia or India proposes to set up a military base in Djibouti, Djibouti will be very welcome. The establishment of a military base will inevitably bring about a large number of military and related non-military personnel. As long as these people stay in Djibouti, they will inevitably have consumption and demand, which will also have a significant boost to the development of the service industry in Djibouti.

In Kenya, the Ministry of Agriculture and entrepreneurs from Zhejiang inspected Kenya's bamboo resources and bamboo growth environment. They all agreed that Kenya has relatively good bamboo and wood resources and the conditions for developing the bamboo and wood industry. Entrepreneurs and relevant experts from Zhejiang Province also had a very enthusiastic discussion with relevant departments in Kenya on how to carry out cooperation between the two sides and invest in and build factories in Kenya. Kenya's huge market also attracted the interests of other entrepreneurs, including standard machinery, which also conducted a comprehensive investigation of Kenya's market environment. Although they were still worried about Kenya's investment environment, they basically agreed with Lu Weimin's view that Kenya's basic investment environment is still available, and the market in East Africa does have huge potential. Of course, this may take a long time to cultivate, but there is no doubt that this is a potential huge market.

Sun Yang and others rushed to Namibia, the delegation led by Lu Weimin arrived at the penultimate stop of this visit.

Navy undoubtedly has some ideas about Namibia. There are many Chinese companies in Namibia that carry out business here, including mineral mining and construction contracting, as well as other industries. Namibia has always had a good relationship with China. It is located in the southwest corner of Africa and is close to the Atlantic Ocean. It can be said that if a naval supply base can be established here, it can echo the Djibouti naval base in the Gulf of Aden. If it is added to the future Gwadar Port in Pakistan and the possibility of Tanzania and Seychelles in the future, then the Chinese Navy's maritime supply line will basically take shape. Of course, this is just an ideal idea, but no matter what, strengthening China's military power on the African continent is indispensable for demonstrating the image of China's great power and enhancing China's influence.

Lu Weimin also knew that Namibia is different from Djibouti. Namibia has rich resources and European and American countries also have their interests here. At the same time, Namibia does not have other foreign military bases, so the considerations in this regard can only be said to be some long-term ideas. At least the current conditions are not yet mature, and for the navy, it is just some preliminary contact. It is far from the question of being as mature as Djibouti.

For Sun Yang and the others, they are already very satisfied with being able to make such a big breakthrough in Djibouti. Their current idea is to digest the achievements of this visit as soon as possible after returning, promote high-level visits between the military forces of China and Djibouti, and conduct specific consultations on the finalization of the military base as soon as possible.

So when Sun Yang and the others came to introduce the achievements made during the subsequent period, Lu Weimin also listened very seriously.

"I cannot comment on your ideas. This is not my job. I can only say that my visit provides some convenience and help for your work. It seems that you have achieved good results. I am also sincerely happy. As for Namibia, my suggestions are the same, strengthen contact and communication and enhance understanding. But I think the most urgent task should be to start Djibouti's docking as soon as possible, which is more urgent than anything." Lu Weimin's words were sincere. In his past life, China's large-scale evacuation of overseas Chinese in Libya won unanimous praise, but the economic losses are uncountable. When China has a decent military base in Djibouti, when China's navy and air force can already project in Africa, I wonder if it can make some necessary statements to defend its interests in Libya?

Lu Weimin is uncertain. There is still more than a year left, and it seems a bit urgent, but he thinks he can give it a try.
