Use strategic reconnaissance aircraft to perform sea search missions?

When developing the "Dark Night Phoenix", the Air Force did issue an invitation to join the Navy and jointly bear the expensive development costs.

In addition, it has a lot to do with the nature of the mission of "Dark Night Phoenix".

From beginning to end, the Air Force regarded the "Dark Night Phoenix" as a strategic reconnaissance aircraft, and had never thought of letting it perform tactical reconnaissance missions with particularly outstanding time sensitivity.

After officially entering service, "Dark Night Phoenix" and SR-71A actually achieved the same goal and became a spy plane.
