Factions all gained control of the Brass Giant Namidian and used it to consolidate their political power. There were forty-four city-states in the Ilium from Frost's Descent 9 to 11, which experienced a series of mysterious disasters and mutations.

In the end, there were only four city-states left - Daggerfall, Sentinel, Wayrest and Orsinium, and they all swore allegiance to the Emperor.
