The Yangzhou Governor's Department, referred to as Yangzhou, is located in the southeastern part of China and has the largest area. It is governed by Wu County (now Suzhou, Jiangsu), and Liyang (now He County, Anhui), and at the end of the Eastern Han Dynasty, due to frequent wars, many changes in the capital. During the Three Kingdoms, it belonged to the Wei and Wu Kingdom, and Wei governed Hefei (now northwest of Hefei, Anhui), and Wu governed Jianye (now Nanjing, Jiangsu). The scope includes the southern part of Jiangsu Province, most of Anhui Province, Shanghai, Jiangxi Province, Zhejiang Province, and Fujian Province, which is equivalent to the scope of the Eastern Theater Command.

Yangzhou Governor's Department (population 4.33 million)
1. Bazhi (188-about 190), unknown later.
2. Chen Wen (about 190-193), died of illness.
3. Zheng Tai (190), Yuan Shu was arrested, but he died of illness in the Tao before he arrived.
4. Chen Yi (190-193), Yuan Shu was arrested and died of illness.
5. Chen Yu (193), Chen Qiuzi, and Yuan Shu were later expelled by Yuan Shu.
6. Yuan Shu (193-199), led the governor of Yangzhou and died of illness.
7. Yuan Yi (193), established by Yuan Shao, was expelled by Yuan Shu.
8. Huiqu (195), Yuan Shu, attacked Zhang Ying, the general of Liu Yao.
9. Liu Yao (194-197), moved to Yangzhou Governor in 195, was defeated by Sun Ce, and later died of illness.
10. Yan Xiang (199-200), established by Cao Cao, was killed by Sun Ce's Lujiang Prefecture.
11. Liu Fu (200-208), Cao Cao, died of illness.
12. Wen Hui (208-220), entered the court as the minister. He defeated Sun Quan's attack many times.
13. Cao Xiu (222-228), the governor of Yangzhou, died of illness. In the 228th, Shiting was defeated by Wu general Lu Xun.
14. Wang Ling (228-about 238) was transferred to the governor of Yuzhou.
15. Sun Li (239-about 241), joined General Fubo, and moved to Shaofu. In the Battle of Shaopi in 241, he defeated Wu general Quan Cong.
16. Zhuge Dan (242-251), moved to General Zhendong.
17, Wen Qin (251-255), the soldiers rebelled and defected to the State of Wu.
18. Le Jin (255-257), Le Jinzi, was killed by Zhuge Dan.
19, Qian Hong (266-270), was transferred to the Governor of Liangzhou.
