The governor of Jingzhou, abbreviated as Jingzhou, is located in southern China. It was first governed by Hanshou (now Changde, Hunan). At the end of the Eastern Han Dynasty, Liu Biao moved to Xiangyang (now Xiangyang, Hubei). The three countries belonged to Wei and Wu. Among them, Jingzhou of Wu was governed by Jiangling (now Jiangling, Hubei). The scope includes the southern part of Henan Province, Hubei Province, and Hunan Province.

Jingzhou Governor's Department (population 6.28 million)
1. Xu Xu (about 180-184), was dismissed from office.
2. Wang Min (about 184-186), attacked the rebel Zhao Ci in Jiangxia, and was granted the title of marquis for his merits.
3. Wang Rui (about 186-190.3), committed suicide.
4. Liu Biao (190.3-208.8), moved to the governor of Jingzhou in October 192, and died of illness.
5. Liu Cong (208.8), Liu Biao's youngest son, succeeded to the governor of Jingzhou, surrendered to Cao Cao and was transferred to the governor of Qingzhou.
