47. Capabilities, Responsibilities and Obligations (Part 2)

"Drafting the document, Icarus."

After sending Mei home, Meilin sat on a chair in the study, leaning against him, saying:

"Phonetic transcription, after I finish speaking, I will help me polish the file."

"The translation program starts."

Icarus's voice rang in Merlin's ears, she said:

"Are you going to draft a rule that restricts superheroes' behavior? IMHO, Merlin, it's a bit difficult to force a group of guys born among ordinary people to comply with the same rule."

"Disaster?"

Meilin held the frame and said softly:

"No, it's not difficult at all. We can make unruly aliens abide by the new order, and we can also make those 'heroes' act according to the rules, and I think it's much easier than dealing with aliens."

"The aliens will be caught in prison or die directly in pursuit of order, but those heroes have a second choice. They can withdraw. If they cannot stand these rules for protecting themselves and the innocent, they are unwilling to accept the necessary constraints, and they are unwilling to assume the obligations that the hero must bear, then they can completely choose to return to the role of the 'protected'."

Merlin said bluntly:

"Where is the freedom in this world without rules? Those bastards who want to act recklessly in the name of 'justice' should be punished. As for those who really want to do something good but lack the ability, I am willing to give them a chance."

"It is wrong to punish without teaching. This rule will not directly deny their value, but they have to prove themselves first."

He flashed his finger and said:

"It's like a net, using rules to filter out those interests that cannot be persisted for a long time, with other strange purposes, just to show off and attract attention, those who are unqualified in character, who are willing to do good things within the rules, are the heroes that the world really needs, or I would rather call them the "protectors."

Merlin took out a cigarette and gently tweaked it on the table. He concluded:

"It's like a replica of the official hero organization 'Avengers' among the people."

"Of course, from my perspective, I think the biggest problem for the superhero group with mixed quality is that they only see the glorious side of the superhero, but ignore the sacrifices and compromises that need to be such people. They need to understand that not only bad people will be hurt by them, but those innocent people will also take risks when they punch."

"This is what this rule and bill does, and we must make sure that everyone is responsible for their actions, whether he is the savior, protector, or protected person."

Merlin lit the cigarette, and as the smoke rose, he said:

"Start record, Icarus, my mind may be a little divergent, but we still have time to do it slowly."

"First of all, superheroes must register information in the supernatural affairs database, and regularly receive various training and assessments from the official, and divide the hero level or a whole system, just like how we deal with heterogeneous affairs to ensure that they have sufficient ability to deal with criminal behaviors and emergencies at different levels."

"Secondly, under any circumstances, registered superheroes must avoid the leakage of their true identity information. Those who want to rely on being superheroes to build themselves into stars in order to attract attention and win praise are unstable factors to be cleared!"

"The third article, well, let me think that when fighting crime, they need to carry a recorder to ensure that their behavior will be recorded by surveillance and ensure that these heroes do not do bad things. Of course, the recorder will not be turned on when they are not performing tasks."

"Wait, Merlin."

While Merlin was drafting the draft document, Icarus suddenly interrupted Merlin's statement, and the young lady of artificial intelligence said:

"You are treating them as agents under your command to demand that they are serious. I don't think superpowers born from ordinary people will be willing to accept such harsh rules."

"Then maybe they shouldn't have chosen to be 'hero' from the beginning!"

Merlin snorted:

"I've talked with Bruce about Batman more than once. I think Batman is a real superhero, but let's take a look at what's the difference between a normal person and Batman?"

"Ordinary people often discuss some abstract issues: emotions and reason are more important? How to balance the present world and ideals? How to choose the distance and life? The future and original intention are more important tonight. Is it a dinner with that blond girl or a long-legged girl?"

Merlin said calmly:

"And what about Bruce? What is Bruce thinking about every day?"

"How to fight criminals without killing people, how to deal with Gotham's madman, how to save hostages, how to deal with all kinds of troubles"

"When Bruce was an ordinary person, he didn't need to care about anyone to survive, but the heroes were different. He used to not care about anyone in Gotham, but when he returned to his hometown as a hero, he saw only dazzling blood, and all he saw were injured people, or people about to be injured."

"Icarus, ask me what is the difference between the heroes imagined by ordinary people and the real heroes in reality. Look, this is the difference between ordinary people and heroes, they are people living in two worlds!"

Merlin spat out a breath of smoke and said:

"I really struggle to understand sometimes. What gives ordinary people the courage to think they can do heroic duties? Just like the two young people today, what makes them feel that they can deal with three fully armed robbers? What makes them dare to roam around the city with a grenade that is about to explode?"

"I'm curious about what material is their unfamiliar confidence?"

"Maybe you can ask him personally."

Icarus projected a pair of images on the lenses in front of Merlin. In the hospital ward guarded by the police, the young black man Tyrone Johnson, who had just woken up, was sitting up from the hospital bed with difficulty, and seemed to be planning to use his ability to jump into the darkness and escape.

"This man is different from that blond girl."

Icarus casts Tyrone Johnson's posture before Merlin, she said:

"The blond girl Tandy Bowen was in custody. She is innocent in her life and is a little silly and sweet. But this young man, Tyron, has a complicated past. He has a criminal record at the Boston Police Department. The police accused him of being the murderer of a murder case. The deceased was Tyron's best friend. He fled to New York and has been hiding in Hell's Kitchen for nearly 2 months."

On Merlin's lenses, several surveillance images were beating, including scenes of Tyrone fighting crime at night or in remote areas.

"In the past two months, he has stopped 13 robberies, 27 robberies, and has rescued four girls from possible sexual assaults. He works in different restaurants to support himself, without any records of theft, and has never killed a single person, even those criminals."

"To be honest, if it weren't for him killing 17 people this time, this young man might be more in line with your definition of a street hero."

"Hmm? Interesting"

Merlin looked at the surveillance video in front of him, and after a moment, he stood up and said:

"Then let me ask him in person."

"Buzz"

Between the dark halos gathered and dispersed, the weak Tyrone Johnson staggered from the darkness, and a layer of energy cloak composed of floating darkness wrapped around his body, shaking behind him like a real cloak.

His condition was very bad. The grenade almost exploded in his arms. Although there was energy to block the damage from his body, his left arm and abdomen were still seriously burned.

However, compared to physical pain, what is more painful is the torture of the mind.

Unlike Miss Tandy, Tyron knew very clearly what he had done. Before he fell into a coma, he saw the grenade explode in the crowd with his own eyes.

He is no longer the hero he imagined. His past persistence has become a huge joke at this moment. He has become a criminal and the one he hates the most, the kind of person who wants to hurt others.

He held the wall and moved forward with difficulty. He didn't know where he was going. He just instinctively wanted to escape from the shadow and pain of the soul.

"Ahem"

The sound of a light cough sounded behind him, causing the young man to move forward and stop.

He looked back and saw a man wearing a windbreaker and walking stick standing behind him quietly, but a few seconds ago, there was clearly no one there.

"Is it going to leave?"

Merlin, who was wearing Beowulf's disguise, asked:

"After killing 17 people by accident, are you planning to give up your just-starting 'hero' path?"

"I don't deserve it"

Tayron was already dead. He didn't care about Merlin's sarcasm, he said:

"I don't deserve to be the hero I imagine anymore. I am a murderer, worse than the worst criminal."

"Then why did you run away?"

Meilin said with interest:

“Isn’t it better to wait for the trial to come in the hospital?”

"I'm going to find the dead and injured."

Tayron said:

"I will surrender myself as much as possible to make up for the relatives of the deceased and obtain the forgiveness of the injured after doing all this. Whether it is in prison or a more direct punishment, I am willing to accept it."

"Nonsense!"

Merlin walked forward, he reached out to grab Tyron's collar, and looked at the young man with wounds on his face, and said mercilessly:

"You just want to run away! Don't make excuses for your cowardice! You are a murderer, Lord Tyron. In the murder case in Boston, you killed your best friend and tried to atone for your sins but couldn't change what you did."

"No, I'm not!"

When Merlin talked about the murder in Boston, Tyrone, who was already ashamed, suddenly burst out. He retorted the strange guy in front of him with a hideous expression:

"It's not that I killed Billy! We witnessed a robbery at the time and we called the police, but the police mistakenly thought Billy was the murderer. I wanted to explain, but I was suffering from severe stuttering and Billy was shot and killed. It was in front of me. It was the police who fired the gun! They also tried to kill me."

"That wasn't what I did! I'm innocent!"

"Oh? Really?"

Merlin stared at the young man and said:

"If what you said is true, then let me see your memory. If you have a clear conscience, you probably won't refuse."

“View memory?”

Tyron looked at Merlin. In the dark night, the crow-sharp mask on Merlin's face was beating with pale light, looking terrifying. He saw the sarcasm in the dark red eyes under the mask, which made Tyron feel that he was being humiliated.

He gritted his teeth and said to Merlin:

"That's it! At least I have a clear conscience in Billy's affairs!"

"Look into my eyes!"

Merlin launched the soul-catching spell. The next moment, Tyron's memory unfolded in front of him. Perhaps the young man did not resist at all. In short, this memory search was unexpectedly successful.

Merlin saw Tyron's experience in Boston. He saw the young man's friend being shot and killed by the police. He saw Tyron running away in a bullet shot. He saw him coming to New York, hiding in Hell's Kitchen, and seeing the things he did in Hell's Kitchen.

He was not ostentatious and fought against crime in a low-key manner. He left the scene as soon as possible after the matter was over, and never asked the savior to do anything for him. Although his behavior was a little immature, he never took away the lives of the criminals, but left them to the belated police.

Icarus said it right. If there weren't those 17 lives, Tyrone would be almost the real street hero in Merlin's heart. A monkey version of Batman who was relegated several times.

"ah!"

The pain of being searched for memories made Tyrone Johnson unable to stand up straight anymore. In the pain of splitting headache, he half-kneeled on the ground, hugging his head and moaned in pain.

Merlin looked at the young man under his feet, and he squatted down and placed his finger on his shoulder, and he said:

"Well, you are indeed hopeless. I'll ask you a question, you must answer me honestly."

"Do you want to be a hero?"

"?"

Tyron looked up and looked at the strange man in front of him with a sharp-beaked crow mask in front of him in shock. He said:

"Who are you? Why do you ask that?"

"You just need to answer me honestly, do you want to be a hero?"

Merlin said:

"I advise you to answer with caution."

"I I want to."

Tyron knelt on the ground, he clasped his fists and stood on the ground, lowered his head and said softly:

"But I can't, right? I've made a mistake, 17 innocent people, those blood, constantly reminding me that I'm just a murderer."

"Actually, I don't think this is a bad thing. If you make a mistake, it will teach you a lesson, so that you will not make the same mistake again when facing the same situation next time. Those innocent people who die because of you will become alarm bells in your ears, become shackles that bind you, make you not have the freedom of your heart in your life, make you feel like walking in thorns, and let you understand that the rules of this world are not only restraints, but also protection."

Merlin stood up, he patted the dust on his hands, and he said to Tyron:

"Maybe you can do something more meaningful and truly remedy the wrong thing, and you can choose to be an atonement, and you are not hopeless. In addition, your friend Billy, the policeman who killed him for no reason, will be quickly sent to court. Your crime will be cleared, but you still need atonement."

"Who are you?"

Tyron got up from the ground with difficulty, and he looked at Merlin and asked.

Merlin bounced his finger and said:

"In this world, some people are responsible for having a good life, while others are responsible for protecting them. You can understand that I am the protector."
