50. Insight Plan. Divergence

"How about it?"

In the office of the Director of S.H.E.L.D., Merlin looked at Fury in front of her.

The latter had just finished reading the Superhero Registration Act sent by Merlin. The afternoon sun shone into the office along the window. In the reflection of the light, Director Bai egg's expression seemed a bit subtle.

"Do you want to tell the truth?"

Faced with Merlin's inquiry, Fury curled his lips, he glanced at Merlin, and commented without hesitation:

“Not very good.”

Director Lue egg patted the text in his hand, and he said slowly:

"What you gave me is more like a ‘proposal’ than a mandatory, highly binding bill. It's a good idea to include superheroes in the new system and set rules of action for them like shaping order for aliens, but your bill is a bit too ideal."

“Idealized?”

Merlin asked with a frown:

“What is your worth?”

Fury stretched out his finger and waved in the air, he said:

“The rules and regulations you have listed about the heroes’ code of conduct.”

"I feel a 'secret association' smell from your plan. I mean, you don't allow heroes to show up in public, ask them to do things in a low-key manner, ask them to be as demandless as saints. To be honest, this is unlikely."

Fury stood up, with his hands behind his back, looking out the scenery outside the window, and talking:

"I can actually understand your thoughts. You hate those who cheat under the banner of heroes, and you also hate those who are high-profile and always hope to attract people's attention. You are used to acting in the shadows. This is the lifestyle of agents, but not heroes."

"No matter what job people do, they cannot do without two factors: one is to support their families and maintain their lives, and the other is to realize themselves and pursue the meaning of life. I think people who can go to be superheroes are people with their own unique ideas. They may not care about money, but people's praise and pursuit may make them go further on this dangerous road."

He looked back at Merlin and asked:

"In order to win people's affirmation and praise, aren't people who go to fight crime a hero? Isn't it a good thing that you like to stay in the spotlight and be promoted to do by praise and pursuit?"

"In this society, Merlin, when everyone judges something, they mostly talk about their own things. For us, for this bill, as long as those guys are doing good things and as long as they don't cause trouble, then they can live their own lives. We have no reason to interfere, and I don't think there is any need to interfere."

"Everyone has his own ideas, and he also has his own reasons to choose to become a superhero. The classical hero complex is suitable for some people, but not for all."

Fury turned around and said to Merlin:

"But to be honest, the idea of professionalization of superheroes is really great. Professionalization means being monitored, a system closely linked to the official, and it is easier to accept by countries. It is a very good idea to separate superheroes from political affairs, which can avoid many problems."

"But it won't be so smooth to ask them to register."

Fury leaned against the desk, held his arms and said to Merlin:

"People hate being surveillance, people are afraid that their hidden secrets will be exposed, and everyone needs some private space. This is human nature, and that's nothing wrong. No one wants to have more shackles on themselves, especially for superheroes, who are not professionals, and it's difficult to accept life under this kind of surveillance, especially from official surveillance, which will greatly encourage conspiracy theories."

"So we have to go step by step, Merlin, I mean, take it slowly, or change the way."

"I feel you already have an idea, Fury, come and listen."

Merlin urged.

Fury shook his head and said to Merlin:

"I'll show you something, that's my solution to the superhero situation, to be precise, Pierce first proposed it."

Merlin glanced at Fury in confusion, who took out a document from the drawer and handed it to Merlin. He told:

"This is like your registration bill, a draft. It has been discussed several times within the World Security Council, but none of them have been passed. There are many differences between the parties. In short, you can take a look first."

“Pearce proposed?”

Merlin looked at the document in her hand, with the words "Insight Plan" written on the cover. He looked up at Fury and said:

"You two old men are really hiding something from me."

"We have hidden a lot of things, Merlin, more than this one."

Fury shrugged and he whispered:

"Pearce expected the troubles that this new group would cause a few years ago when superheroes appeared. The current situation confirmed Pierce's original concerns. Superheroes became more and more active and had become a social problem that could not be ignored."

"Merlin, let me ask you, what do you think is the most basic reason for the birth of superheroes?"

Merlin looked down at the document and he replied casually:

"In addition to personal desire for performance, perhaps more people choose to stand up and fight evil on their own out of dissatisfaction with the social environment."

"What the unscrupulous media preached, what they saw, what they personally experienced, all kinds of injustice, the beginning of rampant sins, unbearable threats, and incompetent police, bribed judges, bad people's impunity, etc."

"Of course, this is just an illusion that it is deliberately magnified."

Merlin, who was looking at the document, changed his expression. He seemed to see something amazing. While flipping through the contents of the document, he continued to say to Fury:

"Not to mention whether this era is good or bad, people's eyes are obviously more likely to be attracted by major events. In this era, people accept information more than a hundred times faster than before, while the media and the Internet responsible for conveying information to them are based on their preferences. Peace is boring, so only those news that shocks the eye will be discussed extensively."

“But what about it actually?”

"Even Gotham City, which has the worst security on the East Coast, is less than 3% of people engaged in criminal activities. In other words, the remaining 97% of residents are ordinary people, but this does not prevent people from calling Gotham the city of crime, just like there are no good people in that city."

“People keep saying they want to see the truth, but ironically, they only believe that people who they are willing to believe think they are smart, and the same goes for those superheroes.”

"Maybe in their eyes, a certain city is hopeless, but from a higher perspective, most cities are actually incredible peaceful. Before they appeared, the worst in those cities might be the gangs. After they appeared, the biggest unstable factor in those cities was the superheroes themselves."

"Well, it's very pertinent and straightforward. But those superheroes probably won't like this statement."

Fury nodded, he obviously agreed with Merlin's statement, and he responded:

"Pearce's statement at that time was exactly the same as you. I really think that the two of you often think almost exactly the same way, and they can always grasp the essence of the problem."

"The fundamental reason for the birth of superheroes is that the official forces that should have performed their duties have failed to do their jobs, perhaps because of the incompetence of the police, perhaps because of the corruption of the upper class, and the direct reason for their birth is because of the rampant crime."

"People don't want to endure the worse and worse social atmosphere. They instinctively seek change, and superheroes come into being. People want to see superheroes fight crime because watching criminals be knocked down by strangely dressed guys is more exciting and dramatic than criminals being taken away by police."

"Superheroes also seem to be born to stand in the spotlight. The strange abilities they possess, their speeches, and even their looks, will attract heated discussions."

Fury recalled his and Pierce's discussion on the issue, saying:

"People began to worship superheroes, rather than police or firefighters who performed their duties. Inspired by the halo of superheroes, any bad things will be attributed to the government. The government's credibility began to collapse rapidly and the social environment became worse, so the heroes became more active and people admired them more."

"This is a vicious cycle. Superheroes have appeared. It is impossible to make them disappear, but we still have a chance to break the vicious cycle that will appear in the future."

"We can stop crime, we can suppress those unstable factors from the source, just need to make up our minds."

Fury pointed to the document in Merlin's hand and said to Merlin:

"The insight plan is born out of this."

"Relying on the world-wide monitoring system and the innovation brought by Cybertron technology, the insight plan can be pushed into specific applications."

"The armed insight mothership will stay above the stratosphere, with each three ships forming a group, three groups forming a continental-level monitoring system, connecting with the ground communication database, and artificial intelligence is responsible for information response."

"Whenever a crime occurs, a help signal is sent to the command center. After confirming the situation through monitoring near the crime site, based on the level of crime threat, the insight into the mothership will project non-lethal or lethal weapons from the stratosphere, which is extremely accurate, and the weapon projection error is within 30 cm."

Fury made a fall action, he said:

"A pulse bomb that stuns the thief, or a bullet that can kill the robbers, depends on how harmful the criminals will cause and the environment they are in."

"The police no longer need to draw guns and shoot gangsters. They just need to determine where the crime occurred. Everything else can be left to the ground control center and insight mothership to solve. The incompetent law enforcement system will be brought into the innovation of new technologies."

"Of course, crimes such as high-rise buildings or some buildings may still require superheroes to help. After all, artificial intelligence is not omnipotent, and it is understandable that some flaws are understood. And I believe that with the advancement of technology, these flaws will be compensated."

"And this system can be further strengthened, Merlin."

Fury spread his hands and said to Merlin, who said nothing:

"According to Pierce's plan, we will get the response authority to every police station after the insight plan enters the second phase and after more aerospace motherships are deployed."

"In the past, people rely on police to protect themselves, which is flawed because police always appear afterwards, like a fox has stolen a chicken and you go to catch it, people have to rely on themselves to protect themselves, just like legally holding a gun, and crimes will be stopped before they begin."

Fury made a button pressing position, he said:

"In the near future, everyone can rely on the insight mothership floating in the sky to protect themselves and those others who are about to be hurt. When everyone can summon lightning from the sky through the alarm call, everyone will be a superhero."

"At that time, the cost and risk of criminals committing crimes will be exponentially increased, and the crime rate will mostly decrease. When the criminals decrease, the social atmosphere will naturally improve. At that time, the social problems caused by superheroes will no longer be a problem."

Fury smiled and said:

"It sounds incredible, right? But I consulted Dr. Reed and George, and they told me that thanks to the update of the Cybertron data module, this system is already feasible at the technical level."

"But that doesn't mean it's possible in other ways, Fury."

Merlin did not show an expression of approval on her face. Instead, he looked serious. He put the documents in his hand on the table and said to Fury:

"Not mentioning whether the weapons launched by the mothership can fight against those super criminals, just talk about their safety. Fury, how can you ensure that such weapons will not be abused? How do you ensure that the artificial intelligence that controls the mothership weapon system will not be tampered with?"

"A single character error will cause terrible things to happen, and as long as there is a mistake, the system will lose its value immediately."

"Fry, IMHO."

Merlin stood up and said to his director seriously:

“This plan is too extreme, and it is very risky.”

"It sounds good to place the gun above the world, to treat everyone as a pre-selected target, and to correct them when they hurt others or themselves, but you and I know that there are many things in this world that are difficult to define, and we have all seen enough exceptions."

"What if an innocent person is forced to attack others?"

"What if a father chooses to commit a crime because of a kidnapped child?"

"What if they were manipulated by super criminals to do bad things?"

"Can we give them a bullet directly? No, we can't! Our duty is to accept orders, obey orders, and execute orders, but we still have to clarify right and wrong! Fury, this is what you taught me!"

Merlin pointed to the document and said to Fury:

"The biggest problem with this plan is that Fury, we can't use data to judge who should live and who should die."

“If allowing people to hold guns doesn’t allow them to protect themselves, even if you stuff the mothership’s response button into everyone’s hands, it won’t stop the crime.”

Merlin stared at Fury and said:

"These two things are essentially the same idea, but they are just different ways of using them."

"And can't you feel it? Fury, the model of the insight plan will become a weapon of suppression if it is slightly changed."
