Does using magic before entering school violate the "Reasonable Restraint of Minor Wizards Act"

Also: The "Reasonable Restraint of Minor Wizards Act" is generally used to restrict minors from using magic in the presence of Muggles.

What happens if you violate the Reasonable Restraint of Minor Wizards Act?
