Memorials are a document used by senior officials to report affairs to the emperor. Nanyue imitated the imperial system of the Ming and Qing Dynasties. In the early days, only certain ministers were given the power to make secret memorials. After approval by Emperor Zhu, the original memorial was issued.

Later, the emperor expanded the scope of use of memorials and established a return system, that is, all memorials approved by the emperor were returned to the palace for storage, and ministers were not allowed to keep them privately. This was followed by successive dynasties and became a custom.
