So he just talked and did not encourage the real Arhats to do such a thing. After all, the Hinayana and Mahayana Buddhism are at war now, and the real Arhats are going to open another battlefield. If Mahayana cannot be dealt with, Theravada Buddhism will put aside their grudges and come together.
