Why repeat the plot of Harley saying no and the hero insisting?

I have to admit, this scenario has been repeated many times.

The premise for this kind of plot to happen is not that Harley is not trusted, but as mentioned above, the hero insists on his own ideas and is unwilling to make the "best choice" or believe in it.

In fact, this is more obvious in Batman - he can enter the "witch thinking mode", but he is unwilling to do so, and he strongly discourages his companions from doing so, even if it is very efficient.

But the "witch mindset" is also killing the hero's own ideas.

For example, if the hero adheres to the concept of starving to death without stealing, Harley believes that robbing the rich and giving to the poor is natural.
