Let me open a chapter to tell you about the situation of the past two days.
Everyone knows that I have been tossing about the re-election of the community property committee for more than half a year.
The original property owners committee and the supervisory committee have been here for seven years, and the two have been working in collusion. The community and the street have also deliberately shielded the property due to their interests, making it impossible for the owners to move forward with the matter smoothly.
Perhaps in their view, no one can hold on for too long, and if it takes a few months, no one will bother. But they didn’t expect that I could spend more than half a year with them. I went three times just to write letters and visits, and related discussions in the group
I even activated Internet police surveillance and was called by the police to inquire about registration.
Perhaps it is because the community and streets are really afraid of trouble, or perhaps it is a reason that everyone in the system understands just in time for the change in district leadership. Starting last month, the community has been uncharacteristically proactive in urging me to push forward the election of the property owner committee as soon as possible.
The whole process is as follows: more than ten owners jointly submit an application - public notice to community owners (one week) - preparatory group registration (one week) - preparatory group list announced - preparatory group formulates election rules and community owners' covenant -
Public announcement (one week) - convene the owners' meeting to vote - publicize the members of the new property committee - report to the property management department to issue a formal appointment letter.
The owner's joint application was organized by me, and the ten people's property certificate copies had to be signed and fingerprinted. At any rate, it was gathered with the support of the owner.
Then it came to the preparatory group registration stage, which is when I took a few days off.
Before continuing, let me first introduce the opposing forces.
Our community has two organizations: the owners committee and the supervisory committee.
The property owners committee has real power, and the property is run by their people, and they have almost absolute control over the community. However, because they look so ugly, they almost only make money and do not maintain the community. Their reputation has long been stinky among the owners, and now they have completely disappeared.

The director of the property owners committee is also a slippery man. He transferred the property to others early and ran away himself.
The supervisory committee is composed of a group of old men and women, called the Supervisory Property and Owners Committee. In fact, they are trying to get benefits in the name of supervision, such as not paying property fees, and using the owner's public property to open a chess and card room for free. They can't make a lot of money.
, but it is the happiest thing to do for the sake of a small profit.
The leader, a 70-year-old man who is still a party member, even threatened that even if the new industry committee was established, he would not let it work.
Their method of causing trouble is to bring a group of elderly people in their 60s and 70s to the community and streets during the application stage to act mischievously, saying that the property owners committee and supervisory committee are managing the community well, and the change will only mess up the community and make some people with "bad intentions"
"The bad guys" succeed.
If this step fails, they will start to connect in series during the preparatory group registration stage and register to join the preparatory group.
Although they were stuck in the registration stage twice before, I don't know what their plans are, but I can roughly guess that they are planning to use the preparatory group's power to formulate election rules and owners' covenants, or to set thresholds.
To prevent the owners who are truly good to the community from being elected, or to set up obstacles so that the owners' meeting cannot meet the election conditions in the end, so they can only let it go and continue to maintain the status quo.
Therefore, it seems that the election of the business committee is actually the key to preparing for the election of the group.
The election of members of the preparatory group is based on voting by applicants. For example, if 40 people sign up, 40 people will vote to elect 5 official members.
Under this rule, whichever side has more people can basically determine which side has the dominant power.
Since I sent the notice to start the preparatory group registration, the old men and women on the supervisory committee have also started to contact each other. I don’t know how many people they can mobilize, so I can only do their best to contact the owners to sign up.
On the way, I heard that a group of old men went to the community to inquire about how much we paid, but I never handed in the registration form, so they didn't find out.
Until the last day of the registration deadline, I used a little trick, which was to "build the plank road in the open and cover it in the dark" - I went to hand in 16 forms at noon and told the community that this was all.
But in fact I still have 22 tables in my hand.
In the afternoon before the community got off work, I went to the check-in point to hand over the rest. At the same time, I blocked the gate of the community and asked the person in charge to check the number immediately. Then I announced the number of applicants in the owner group to avoid adding people later.
The staff obviously didn't expect me to be able to do this. They made several calls to ask for instructions from two leaders. In the end, they had to work overtime to check the registration form and then publicize it in the owner group.
The final result is, I have 38 pictures here and 17 pictures there.
Isn’t the number 17 subtle? The first time I handed in the number was 16. I don’t believe it was a coincidence... Of course, I have no evidence to prove that someone in the community tipped off the other side.
In short, it is basically stable this time, and the next step is to follow the process step by step.
As for whether those old men and women will cause trouble - well, all I can think of is to call the police and make up some trumped-up charges. In the past, they even made up the story that I am related to a certain leader of the community.
But it's useless. All the procedures are done in accordance with the law and regulations. I thought it was complicated to deliberately cause trouble for me, but now I see the benefits and I am not afraid of being sued.
I hope these old men and women can retreat in spite of the difficulties, and at least they can survive for a while, otherwise I have to find a way to make them die socially in the community.
