The first thousand one hundred and seventy-third real purpose

"Order all the counties and states to establish Luban, rank them with six hundred stones, lead the people to make various instruments, take charge of education, and carry out hundreds of fortifications!"

Many ministers looked at this order and knew that the sky had changed.

In the past, the Han Dynasty only recognized experts in farming, also known as Litian, who could be exempted from the restrictions of commissions and had the power to serve as officials without passing recommendation or examination.

Apart from this, everyone else who wants to enter the official career has no choice but to study.

Or through your own true ability, you can cross the single-plank bridge of the examination.

Or through fame, connections and relationships, you can get two thousand stones or the recommendation of a prince.

Apart from this, there is no fourth normal path to becoming an official.

But the emperor's order broke this boundary.

From then on, carpenters, blacksmiths and other skilled craftsmen all gained the possibility of becoming officials.

Maybe in the future, among these hundreds of craftsmen, a few giants with two thousand stones will emerge, and they may even serve as Jiuqing and step into the position of Three Dukes!

"I'm afraid the scholar-bureaucrats will all protest..." someone was thinking in his mind.

Although today's emperor has great prestige, he has absolute dominance over the scholar-bureaucrats and nobles.

But, what time is it now?

The meeting at Shiqu Pavilion is when all the famous people in the world gather together in Chang'an.

In addition to Mohism and Legalism, Confucianism and the Huang-Lao School probably do not like this policy.

Perhaps even the Legalists would murmur in their hearts: "We have been studying hard for ten years, but we are not as good as a vulgar craftsman?"

It is unbearable!

Above Shiqu Pavilion, this order may cause an uproar!

However, this is the emperor's order.

Even if the ministers do not understand it, they still must formulate the edict.

Of course, under the current system of the Han Dynasty, it was similar to appointing a scholar as a doctor and designating a certain book as a national classic.

This is something that the emperor can decide alone, and there is no need to discuss it with others.

After all, the doctorates were subordinate to Taichang, and Taichang was actually in charge of the royal family's own affairs.

Doctors have always been the emperor's retainers.

However, the county was ordered to establish an additional institution and its establishment was also given.

This is a national matter.

Major national affairs have always been subject to court deliberation, at least the approval of the prime minister, the approval of his signature, and the seal of the imperial censor before they can have legal effect.

otherwise……

It is not unheard of for the prime minister or imperial censor to take the emperor's orders back to the palace.

Therefore, An Wenhou and Beiping Wenhou both kicked Taizong and the late emperor's edicts back to Weiyang Palace more than once during their tenure!

The temper of the current prime minister, Chang Pinghou Zhou Yafu, is comparable to that of Gu'an Wenhou and Beiping Wenhou!

Therefore, the ministers completed the drafting of the edict with trepidation.

The fight between gods and gods, and these little shrimps like them being caught in the middle, actually feel very bad.

Naturally, when this edict was sent to the current Yushi Zhongcheng Fanhou Zhang Ji, the actual controller of the Yushi Dafu Yamen, the Yushi Zhongcheng raised his eyebrows and said: "I dare not obey this imperial order!"

With that said, he returned the edict sent by the Minister as it was.

Chinese scholar-bureaucrats and nobles have never been appendages or slaves of the imperial power.

They are interest groups with their own will and power of action.

Since ancient times, the court has never been dominated by one person.

Even if you are an emperor or a powerful king, if you want to make a statement, you must first weigh your own weight.

There is a saying in "Shangshu": **** suffered from floods and was in power.

Mencius was even more enlightened and pointed out the truth that **** are equal to thieves of the people!

Although China has been unified throughout the ages, it has never been the sole responsibility of the emperor.

The power of the monarch, the power of the prime minister, the power of ministers and the local mountains all restrain each other.

In a certain sense, you can actually understand that as long as the emperor does a good job as an arbiter, he can become a holy king.

However, in a complex environment like China.

Nothing is certain or unchanging.

The imperial power can be weakened, the power of the prime minister can be emptied out, and the power of ministers can also be ignored. In many cases, the local hills are used as insoles by the above three.

Pick it up and use it when you need it, throw it away when you don't need it.

But no matter what, even Qin Shihuang still needs to show his humility in accepting advice and showing respect to virtuous officials.

Even Wang Mang, before usurping the Han Dynasty, had to show the outside world his determination to be absolutely loyal to the Han Dynasty.

Therefore, it is actually completely legal and reasonable for the censor Zhongcheng to refute the edict.

Because this is the responsibility given to him by the imperial power, and it is also the power given to him by the system. The censor Zhongcheng, the censor doctor Ya Changye, and the second doctor are responsible for leading their subordinates, controlling the censors, assisting the emperor, and specializing in corrections.

According to the system, all emperor's orders, involving state affairs, need to be issued first to Zhongcheng, Zhongcheng Bai Dafu (Yushi Dafu), and Dafu Bai Chengxiang.

During this process, if anyone at any stage feels that this order is not in line with social order and good customs, or violates the ancestral system, they can rescind it at any time. In name, it is natural that the minister or the official who drafted the edict made a mistake.

For example, I quoted the wrong book, wrote a wrong word, or even had a little more or less ink.

In short, the flag was raised because of the mistakes of Shang Shulang and other officials. In order to prevent Your Majesty from being humiliated, I would like to ask you to discuss it again.

There is absolutely no intention to question His Majesty.

But in fact, everyone knows what is going on.

And this is what Shang Shulang is most worried about.

Because they are likely to be crushed into dregs in this struggle between monarchy and ministerial power.

I think back then, Beiping Wenhou and Emperor Taizong had a quarrel for more than half a year over the issue of Huanglong's change to the Yuan Dynasty, and there was a fierce conflict between the power of the prime minister and the power of the monarch.

Although in the end, King Quan cheated and won by force.

but……

Thirteen ministers, officials and servants who were responsible for drafting the edict were imprisoned for their crimes.

The reason is that they actually wrote the wrong word or quoted the wrong allusion in the edict, which is simply disrespectful!

Therefore, when the imperial edict was returned by Yushi Zhongcheng, the whole Lantai was nervous.

The fierce conflict between monarchy and ministerial power seems inevitable.

Just when everyone was worried.

Liu Che was in the Xuanshi Hall, welcoming a heavyweight.

In the Han Dynasty, the founder of Confucianism was Confucius.

Even the most deviant Xunzi school respected Confucius.

As for the founder of the Huang-Lao School, everyone knows that the first is Huangdi and the second is Laozi Li Er.

Laozi and Li Er became the incarnation of the Three Pure Ones in later generations and the highest god in Taoism.

And I, Li Er, also have descendants.

The Li family, like the Kong family at this time, was a family of poetry and calligraphy with a high status and was highly respected by the world.

At least the two old ladies in the East Palace respect Mr. Li very much.

The contemporary head of the Li family is Li Jia, who once served as the Taifu of King Liu Xing of Jiaoxi.

Li Jie is the fourth generation grandson of Lao Tzu, certified by the world.

This is evidenced by a complete family tree.

His father was Li Gong, who was a doctor of Tao Te Ching during the reign of Emperor Taizong.

His grandfather Li Zhu was the official Mu Gan of the Wei State in the late Warring States Period.

And his great-grandfather Li Zong is the only son that I can confirm and confirm. He once served as an official in Wei State and was granted the title of Duan Qian.

However, at this moment in history, this glorious family has actually come to an end.

Because Li Jie served as the Taifu of the King of Jiaoxi, and the scumbag Liu Xuan of Jiaoxi actually rebelled.

Li Jie failed to persuade him, so he was chopped into parts by Liu Xuan with a knife in his hand. His family and his family were destroyed in the flames of war.

From then on, Lao Tzu's direct lineage no longer existed, only side branches remained.

For example...

Li Guang...

But now, Li Ji and his family are still alive and kicking.

Moreover, he himself does have some of the legendary Laozi style.

His eyebrows, beard, and hair are all gray, and he looks kind-hearted, like an elder next door.

Moreover, there is charm in his conversation, which makes Liu Che very comfortable.

The two were talking just when the host and the guest were enjoying themselves. The minister ordered Ji An to walk to Liu Che's side and whispered a few times.

After listening to this, Liu Che gave a slight greeting to Li Jia and said, "I was very inspired by the conversation with the elders. However, occasionally there are government affairs, so it is inconvenient to keep the elders for too long..."

After saying that, he was sent to the East Palace to meet the two queen mothers.

Li Jia was naturally very sensible. He bowed slightly, and then left the palace with the support of two attendants.

When Li Jia disappeared outside the palace gate, Liu Che said to Ji An: "This matter is just as I expected!"

Scholar-officials and nobles, especially those of the older generation, are very uncomfortable with the current world situation.

A large number of scholars from poor families passed the examination and entered the system.

Some people even get promoted as if they have diabetes.

For example, Zhang Tang is already an official to a county guard, a righteous man, a general of chariots and cavalry, and a marquis of ten thousand households!

And what about them?

Almost standing still, without any progress!

This is a terrible thing!

Jealousy and resentment simmer in the chests of these people.

How did Zhang Tang die in history?

Wasn't it because he was promoted too quickly, which aroused the jealousy of many people? So these people teamed up to dig a hole for Zhang Tang.

Now, there is more than one Zhangtang in this world?

It is clear that there are thousands of Zhangtang.

And now Liu Che wants to allow craftsmen to become officials, completely breaking the privileges of scholars.

How can other people tolerate this?

In the final analysis, even if this is a matter of interests, it is also a matter of the limitations of the times.

The noble scholar-bureaucrats and proud nobles would definitely not agree to the appointment of craftsmen as officials.

Liu Che never had any hope.

This is just an introduction, a declaration.

The intention is to tell the civil and military officials that I have to do this.

Who is in favor? Who is against?

There is no doubt that Liu Che is now 100% sure that this resolution will be passed at the court meeting.

the reason is simple.

Compared with six years ago, the Han Dynasty court today is completely different.

One emperor and one courtier.

Although Liu Che did not deliberately clean up the court, with the passage of time and the inevitable development, the three ministers and nine ministers in the current court are basically his people, or they have been ignored by his cronies.

In each of the various bureaus, there are a large number of scholars and emerging nobles.

Especially after the Battle of Gaoque, the old forces and the old order were about to fall apart.

Liu Che deliberately raised this issue and purged the court.

To be fair, the new king only took action against the court six years after he took office. From ancient times to the present, Liu Che was probably the only one.

Therefore, it is not considered ugly to look at or eat.

However, Ji An, who was next to Liu Che, was worried and said, "Your Majesty, why is this necessary?"

In Ji An's view, the emperor could actually take his time.

After three to five years, this matter will definitely be passed.

However, the emperor had to make such a controversial decision at such a sensitive moment.

Ji An felt that the emperor was a little swollen.

It's right to think about it. Since ancient times, which emperor has been able to rule the world and hold the highest authority within six years of being on the throne?

Therefore, Ji An felt that he needed to give some advice.

Liu Che smiled after hearing this.

Three to five years?

How can it be delayed for three to five years?

This matter must be settled as soon as possible!

Not just because of the need to clean up the court, establish a new order in a new era and establish new interest groups.

More importantly, we must take advantage of this moment of transition from old to new, and to lay the foundation for further development and change in the future!

Otherwise, wait until new interest groups and a new order are established.

It will be even more difficult to push this matter forward.

Because, no matter how things change, unless the Mohists come to power and the Mohist scholars control the power of public opinion in the world, in the eyes of the scholar-bureaucrats, craftsmen and other things will always be dispensable, at most an auxiliary product.

You can respect it, but you can never put it to great use, let alone be on an equal footing with it.

The elegant scholar-bureaucrats are certainly not willing to deal with craftsmen who are sweaty and smelly and work all year round by the fireside and in the workshop.

But the fact is: are scholar-bureaucrats really better than craftsmen?

Do not make jokes!

Nowadays, it is true that the vast majority of craftsmen have low levels of education.

But the elite among craftsmen and the top craftsmen may not be any worse than the scholar-bureaucrats.

At least, a master craftsman who can create a hydraulic forging hammer system, or can independently build a waterwheel, may not be inferior to a scholar-official in terms of knowledge and culture!

In later generations, the Celestial Empire used engineers to govern the country, and they did such a great job that it shocked Huanyu.

Moreover, Liu Che heard that the Xiongnu military ministers directly appointed a great craftsman plundered from Daxia as the "Jinglu King".

This made Liu Che very crisis aware.

The Huns actually gave royal titles to reward craftsmen. If China does not improve the treatment of craftsmen, it will give craftsmen, especially the master craftsmen, a visible way out.

So, what if someone is greedy for profit and goes to the Huns?

Moreover, the Huns all knew that craftsmen should be valued and reused.

As the emperor of China, how could Liu Che be inferior to a Yi Di chief?

Historically, the reward given by the Northern Song Dynasty to the famous craftsman who presented the divine arm bow was only an officer of the defense regiment, a low-ranking official.

And what about Meng Yuan?

Kublai Khan's reward for the craftsmen who made and commanded the Huihui artillery was the title of Marquis of Wanhu, who was granted the title of general in charge of the country and general in charge of the army, which was extremely favoring.

In comparison, shouldn’t the emperors and ministers of the Southern Song Dynasty be ashamed?

Everyone thought that Liu Che held this Shiqu Pavilion meeting just to show off his civil and military skills.

But how many people know Liu Che’s true plan? (To be continued.)
