The first thousand two hundred and thirty-ninth sections of the broken alliance

Of course, since laws and punishments are for fairness and to maintain rule.

So, the current indiscriminate use of punishment by local officials is naturally destroying fairness and the order of rule.

Therefore, Liu Che relaxed his tone slightly and said: "Now, what is being discussed is the issue of restrictions on the punishment of local officials... Please discuss this!"

This can be regarded as giving Dong Zhongshu a step down, otherwise, it would be too embarrassing.

Based on the Han people's personality and social customs, without this step, I am afraid that Dong Zhongshu would have either committed suicide or been killed after returning home.

"Your Majesty is wise, but my stupidity does not undermine the Holy Will. Please punish me..." After reaching the steps, Dong Zhongshu hurriedly bowed down and bowed again.

He is still young, but he doesn’t want to die yet!

Legalists, on the other hand, breathed a long sigh of relief. What Legalists are most afraid of is that in today's Shiquge, they finally come to a conclusion that requires punishments to be used sparingly and the death penalty to be prudent.

That's too bad!

In particular, the Tingwei bureaucrats were even more relieved.

Everyone from Tingwei to Tingwei has not forgotten the disaster Zhang Ou brought to Tingwei!

When Zhang Ou was in charge of Tingwei, the entire Tingwei Yamen was almost shut down.

In the prison, there are a large number of criminals awaiting execution.

But for the sake of his own reputation, Zhang Ou refused to approve or reply.

As a result, hundreds of extremely vicious death row prisoners escaped the justice of the law!

This is not the most frightening thing. The most frightening thing is that half of these death row prisoners committed crimes again six months after they were released from prison, and they got worse!

Some people even brazenly wiped out seven members of a family!

At that time, many Legalist officials in Tingwei Yamen were deeply angry.

Many people hung up their hats and left, and even more stubborn people committed suicide angrily to clarify their ambitions!

For Confucians, justice means virtuous government and benevolent government.

But for legalists, justice means that the law is respected and implemented!

For the sake of his own private reputation, Zhang Ou ignored the entire Han Dynasty law. He himself was praised by the government and the public, but within the court, he fell into unprecedented isolation.

When Zhang Ou was dismissed from his post by Jinshang, the whole court officials and officials celebrated this terrible disaster and finally left the political arena of the Han Dynasty.

It has been six years since Zhao Yu became a Tingwei, and the efforts of Tingwei and others have only been able to eliminate Zhang Ou's bad influence.

If at this time, another unfavorable conclusion comes that is more terrifying than Zhang Ou's.

Many court officials may become discouraged and completely lose their fighting spirit.

Therefore, many people cast their eyes of worship and admiration on their emperor, and at the same time touched the miter they wore on their heads.

The Haechi mythical beast is the mythical beast of fair and just law.

Basically, all Legalist officials will swear an oath before putting on the ceremonial crown. This is a Legalist tradition that has been popular since the time of King Shang.

In recent years, under the leadership of Legalist giant Zhang Hui, the entire oath process has been improved and completed.

Every Legalist official, before he puts on his own crown and becomes a law enforcement officer, will take an oath under the supervision of his master, father and brother.

He swore: Taiyi is above, and the eight masters are in the ranks. I sincerely swear that I will govern according to the law! I will use the law as a rope! I will act according to the law! If you violate it, please punish him severely!

This oath was actually stolen from the Mohist school by the Legalists.

When a Mohist disciple enters the family, the oaths and procedures are stricter. Moreover, there are rules within the Mohist family to punish those who break the oath.

Although the Legalists only learned how to make an oath, the effect is still astonishingly good.

This makes today's Legalists closely united, consistent from top to bottom, and sharing common ambitions and pursuits!

This naturally leads to Legalists being particularly sensitive and proud on some issues.

Therefore, Dong Zhongshu naturally became a thorn in their side.

"You, Dong Zhongshu, actually want to corrupt the Han system!" Many Legalist officials were resentful in their hearts and wanted to find someone who would give Dong Zhongshu and his students a good look.

And those who are targeted by Legalists are undoubtedly very miserable.

Because the legalists now have full control over the judicial system of the Han Dynasty.

Except for the legislative power, they almost occupied other remaining powers.

If they want to deal with a specific group of people, it is simply too easy.

Don't think that because Legalists have the word "法" in their name, they won't exercise power, they won't misinterpret the law, and they won't make false accusations.

In history, Zhang Tang once invented the crime of slander and killed his political opponent Yan Yi.

As for what the sages of Legalism did not do in the past in order to promote reforms?

In fact, among hundreds of schools of thought, within the legal system.

If Huang-Lao Sect is a force of law, then Legalism is a force of chaos.

In order to achieve their goals, they don't care what means they use!

Of course, Legalists also have their own bottom lines and principles.

The law is not abused at any time or in any situation.

In general, Legalists are a very contradictory group in many cases.

In order to do their best to teach and enrich the country and strengthen the army, they often trample the law.

However, at other times, they will fight tooth and nail to uphold the law and become the dominant force of order.

The Legalists are not rigid and stubborn in observing the law like the Huang-Lao School.

In the eyes of legalists, law is a tool. If the tool is not suitable, then change it. This is reform!

If the tools can still be used, but the circumstances at that time require changes, then legalists will not hesitate to misinterpret the law to achieve their goals.

Therefore, generally speaking, a successful Legalist minister will eventually become a cruel official in the eyes of others.

They were ruthless and unscrupulous, and their hands were stained with the blood of nobles, landlords and common people.

Anyone targeted by them will be in trouble!

But now, they are eyeing Dong Zhongshu and his disciples. All they can say is that Dong Zhongshu can only seek happiness for himself.

But it was not just the Legalists who were eyeing Dong Zhongshu.

The ministers and nobles of Huang Lao Sect also looked at Dong Zhongshu and other Confucian scholars with strange eyes.

For the Huang Lao School, there is no doubt that the law is the most sacred.

In terms of upholding the law, they are more determined than the Legalists, because they are too dogmatic and rigid. Therefore, many times, Huang Lao scholars are often synonymous with stubbornness and conservatism.

However, you cannot judge from this that they are a corrupt and degenerate group of society.

In fact, old-schoolers exist in any society.

Moreover, many times, the conservatives are not the corrupt and degenerate ones.

On the contrary, the so-called progressive literati may be the corrupt ones.

Because the world and society are complex.

Take the current situation as an example. From a historical perspective, the virtue and benevolence advocated by Confucianism are naturally relatively progressive. Because mankind will reach this stage sooner or later!

However, from a realistic perspective, these Confucian ideas will only lead to disaster!

Even destroy the powerful peasants and common people class today!

They were left bankrupt and homeless in large numbers, their wives and children were separated, and their families were broken up. In the end, Chen Sheng and Wu Guang rose up, princes and generals were in conflict with each other, and history fell into a cycle again.

As an emperor, a time traveler and a reborn person, Liu Che has realized a long time ago that the world of truth is complex, history is spiraling, and the most important thing is that everything has both pros and cons.

Where there is a positive side, there must be a negative side.

There is no perfect thing in the world, and there is no good solution to all problems!

Just like the Huang-Lao School advocates small government, the government should not interfere with the people's independent actions.

This is good for people's livelihood and social development, but it may lead to local dominance.

Since the establishment of the Han Dynasty, excluding the turmoil during the Liu Bang and Empress Lu periods, there have been three large-scale rebellions by princes and kings since Taizong.

This is the inevitable result of the small government advocated by the Huang-Lao School.

I think back then, King Wu Liu Bi's coinage, and even the central government's coinage, divided up the entire Han Dynasty's finances!

How could this not happen?

Therefore, starting from Taizong, Legalism began to rise and rise.

However, the harsh laws and strict social order advocated and promoted by the Legalists will definitely make it difficult for all classes to breathe.

This provides the best soil for the development and growth of Confucianism.

Because Confucianism advocates virtuous government and benevolent government, they not only require the central government to reduce its interference in local grassroots levels, but also to allow rural sages to take over rural pavilions and make large families the mainstay of society.

They also called for reforms at the national level to align with local interests and reduce friction.

This is beneficial in the short term, because the big landowners and nobles in places where people can win people's hearts will definitely support it with all their arms and legs.

But in the long run, it is disastrous.

Of course, this does not mean that Confucianism does not have its good sides.

In fact, doing things according to Confucian practices can ensure stability for at least a hundred years, and can unite people's hearts and enhance national strength in the short term.

It is equivalent to giving the country a shot of stimulant.

If Liu Che had not been a time traveler, he might have been on the Confucian bandit ship.

As for now?

In the short term, the Huang-Lao sect of the Han Dynasty and the Legalists shared power, which may last for a long time, at least ten years, and this pattern will not change.

But in the long term, Liu Che knew that within twenty years at most, the world would undergo earth-shaking changes.

Not only will social classes divide, but new classes will be born.

Even the country itself will undergo a drastic change.

Apart from other things, once the Han army completely defeated the Xiongnu, they would take all the Western Regions and march into Central Asia and South Asia.

Then, Liu Che must fulfill his promise to enfeoff nobles.

These vassal states and vassal states, which are tens of thousands of miles away from Chang'an, will inevitably bring countless problems.

But now, neither Confucianism, Legalism, Mohism, or Miscellaneous Schools have any countermeasures or methods to solve these problems.

All schools of thought are still stuck in the inherent order and social structure formed since the Warring States Period.

Peasants and landlords serve as the backbone of society and the ruling class and the ruled class of the country.

However, things are about to change dramatically.

Even now, this upheaval is coming to light.

A large number of cheap laborers from the Southwest Yi and Nanyue Kingdoms poured into the southeastern region, and both the government and the landowners were keen to use these cheap laborers.

In Andong, the whaling industry of the Japanese slaves and Chen Jiao became increasingly prosperous, bringing countless precious resources and wealth from the ocean.

As for Nanyang's heavy industrial base, as of this year, more than 40,000 young people have been involved in industrial production.

At the same time, there are more than 30,000 cheap slave laborers active among them.

Ten years! Just ten years!

Liu Che believed that the Han Dynasty would usher in a new class of workers, as well as the capital workshop owners and industrial aristocrats who ruled and exploited them. It might even include a class group composed of colonial manor owners and their serfs.

All scholars, are you ready to welcome this new era?

In Liu Che's opinion, not at all!

Even few people noticed this change.

The wind rises at the end of Qiuping.

Except for the Zajia family far away in Anton, who seem to have foreseen the new era.

The mainstream Confucian and Legalist Huang Lao cannot see this change at all.

How does this work?

How is this possible?

Liu Che urgently needed wise men and celebrities from various schools of thought to establish and improve a new era of order and moral system for him.

That’s why the Shiqu Pavilion Meeting came about.

This meeting is more than just a party.

It is also a foreshadowing for the future.

This is the key reason why he chose this topic.

Because, once a new era arrives, the first one to respond must be the law.

After all, you cannot use a set of laws for landowners and peasants to adjudicate disputes and issues between workers and workshop owners, or manor owners and serfs.

Thinking of this, Liu Che had to give them a reminder.

He held the ribbon, walked two steps, and after thinking for a moment, said: "I heard that Han Feizi said: The law is not noble, and the rope is not bent. I also heard Shang Jun said: Don't avoid the doctor for punishment, and reward the good. Common man! Therefore, during the reign of Emperor Taizong, Zhang Shizhi, a minister in the imperial court, said to him: The law is as good as this! Since the law is as good as this, it must be divided!"

"Today's local officials do not know the divisions of the law, so they often use punishments without restraint, and the poor people have to suffer. I can't bear it. They invite all the disciples to be my counselors. What is the division of punishment?"

If there are still people who don’t understand after everything has been said, then Liu Che can only say mdzz!

After listening to Liu Che's words, countless people suddenly realized that this was the case!

Dong Zhongshu lamented in his heart: Your Majesty, you should have told me earlier...

So, he immediately wanted to get out of the queue and make up for his mistake just now.

But unfortunately, there are people who move much faster than him!

This person is his senior brother Hu Wusheng.

Hu Wusheng walked out of his seat almost at a brisk pace and bowed to him: "I heard that Your Majesty said: Today's local officials do not know the boundaries of the law, so they often use punishments without restraint, and the poor people have to suffer. I can't bear it!" Your Majesty has a benevolent heart, and the rain and dew moisten the vegetation, birds and beasts. I congratulate the world!"

"I think that your Majesty is not as good as an imperial edict to the world: sixty lashes and fifty lashes are used as the dividing line. If it is exceeded, it is illegal and the censor will correct it! If it is among them, then it is said to be okay!"

"I, my lord, Hu Wu, will worship me again after death, and I will bow my head and say goodbye!"

Sixty lashes, fifty floggings?

Still too heavy!

Fifty lashes, with a little force, can kill someone!

As for the sixty-year-old whip, it will almost completely beat a person's body!

However, this is also very normal.

If the ministers have finished everything, what else will the emperor do?

The ministers took away all the benefits. How could the emperor show his benevolence?

Therefore, Liu Che glanced at Hu Wusheng with great satisfaction and said: "You think sixty whips and fifty canings are the dividing line? I think it's inappropriate, so let's take thirty canings and twenty canings as the standard..."

In this way, basically, it can prevent the local officials from having no authority at all, and also prevent these guys from casually maiming and beating the people to death!

It can also tell the world: How much the Emperor of Han cares about the grassroots and loves the common people. He is definitely a good emperor for the people and a good emperor for the world!

The emperor has said so. In the entire Shiqu Pavilion, apart from shouting "long live", does anyone dare to criticize it?

Therefore, almost immediately, everyone bowed respectfully and said: "Your Majesty Fu Wei is able to do great things and bring blessings. Your Majesty brings great virtues to the world. I would like to congratulate the world!"

Only Dong Zhongshu felt as uncomfortable as eating a fly.

Because he discovered that his senior brother, the ally he had promised to unite with, ended up stabbing him in the back when he needed help the most!

However, he couldn't point it out yet, let alone criticize the other party's behavior.

This is so disgusting!

Dong Zhongshu could only have his teeth knocked out and his blood swallowed.

However, the foundation of the alliance is also shaky.

However, Hu Wusheng had no choice.

In Hu Wusheng's view, he had no choice but to do this to save the Gongyang School from the fate of Lu Ru and Gu Liang!

Who doesn’t know today’s temper?

If he hadn't come out in time to behave well, others, especially Han Ying, would have taken the lead.

The Gongyang School's great situation today will be ruined.

Therefore, I can only feel wronged to my junior brother!
