49. The city of chronic death

There are many reasons for the decline in the population of the Wiener refuge area.

Or there are disputes among residents; or raging plagues and diseases take away their lives; or evil spirits roam; or people escape from the refuge area; or weird, alien tribes attack the refuge area and kidnap the residents.

After all, for those weird tribes, the Weiner Refuge Area is like an inexhaustible "canned factory" of delicious food. Only the process of opening the cans is a little laborious.

But this is not the main reason for the population decline in refuge areas: perhaps one-third of the nearly 1,000 people disappearing every day is due to them, but the other two-thirds are due to other reasons.

"This is my office and my residence."

Matthäus motioned for the guests to visit as they pleased and continued: "The refuge area is shrinking every day, but there are still not enough manpower. The most terrifying thing is the plague, which directly affects the speed at which Wiener's broken body can deliver blood to his hands and feet...

…”

Prior to this, the way to deal with strange things and corpses in the Weiner Refuge Area was: know the situation, rush to the location, clean up the pollution plague curse, and return to deal with the next task.

Although there are not enough manpower in the refuge area to protect them, they can usually only collect their remains, but sometimes they can arrive in time.

But since the emergence of the plague, the originally stable situation has fallen into a terrible vicious cycle.

The processing step becomes knowing the situation, rushing to the location, clearing the curse of pollution plague, returning with the curse of pollution plague, and heading to the next task. Or knowing the situation, rushing to the location, guarding against the plague, cleaning up the curse of pollution plague, and staying in place to clean up the plague.

Return to processing the next task.

These plagues brought by weird things or corpses delay the knight's cleanup speed. The delayed cleanup makes the plague appear more frequently on the residents. The outbreak of the plague makes the knight's cleanup speed even slower...

"The way we count the population is the rate of shrinkage... when there are spare rooms, residents will move inward, which can barely reduce the frequency of plagues and deaths..."

The only thing that can be considered "good news" is that the number of deaths in the Wiener refuge area is declining... although it is still pessimistic: the number of daily deaths as a percentage of the total population is increasing.

These are all written in the letters sent by Matthäus, but neither the cruelty nor the despair are as detailed as what we are talking and seeing at this moment.

Mateus followed Lu Li as he left the sofa and stopped in front of the window, watching him open the curtains.

There is no scenery, and the icy rock walls block all views.

"Over here."

Matthäus left his seat, walked to the next window and opened the curtains.

The dark caves are lined with exquisite houses that look like the old days, and the people who live here still have time to wander around the streets.

After all, this is the inner ring of the inner ring, where the real nobility and politicians live.

"Is the mortality rate of residents in the inner ring very low?" Lu Li asked.

"Yes...unless evil spirits break into the inner ring. The most serious death incident was the outbreak caused by a plague brought back by a knight squad half a month ago, and 63 residents died tragically."

Lu Li had read these in the newspaper that day.

Lu Li stared at the people strolling on the "street" and listened quietly to Mateus' sigh behind him.

"As long as the old order exists, they will always hold their rights and interests..."

"You are the mayor, why don't you expel them?" the twisted figure asked.

"Distinguished lady, because they did not choose the right, but the right chose them." Matthäus leaned slightly and said.

The twisted figure didn't understand, so he turned his attention to Lu Li.

"Order is established by them and controlled by them. They enjoy the privileges because of the order, and they get order because of the privileges. It's like the vicious cycle caused by the plague." Lu Li explained.

Elena's distorted figure blinked.

Lu Li put it more bluntly: "If a person has knowledge, he will have rights. Obtaining rights makes it easier for him to obtain knowledge. Knowledge continues to feed back rights, forming a virtuous circle."

If this was a war between people, maybe people could gain power on their own, but this is not the case.

The Wiener refuge area is both lucky and tragic.

Sadly, it is powerless to prevent it from becoming weaker than the day before every day. Fortunately, it has never been invaded by strange monsters on the level of alien gods.

If an evil god and his servants attack the Weiner Refuge Area, it will be almost impossible for them to resist. By the time support from the Land of Light arrives, the refuge area has already become a weird paradise.

Mateus ended the pessimistic topic and assigned the guest rooms upstairs to Lu Li and the others.

Both the Andrea and the Heimglu need time. Even if all the maintenance workers in the Wiener Refuge Area work all night, it will take at least three days.

During this period, Lu Li and the others will stay at Mateus' mansion, waiting for the repairs to be completed.

But at this time, Matthäus invited Lu Li to watch a "drama".

The parliament did not hide underground due to the ice-free port of Wiener.

It still held considerable authority, and its importance even increased after the dissolution of the Privy Council.

It's just that the council can't take away the power of Mayor Matthäus, who is second only to Lu Li in terms of prestige in the eyes of local citizens.

At noon a few hours after Lu Li arrived at the Wiener Refuge Area, Matthäus, as mayor, summoned the House of Representatives to the parliament hall.

Buck, whose curly hair was still wet, was wearing a bathrobe and lazily approached the seat: "Mr. Mayor, what's the emergency for you to call everyone here?"

Matthäus calmly narrated: "It's still the last resolution. Your Excellency Lu Li will help us. His allies, the worms, will arrive in the refuge area soon and open up the deeper layers of the refuge area for us."

"What? Didn't we put the bill on hold?"

"Because I think it's time to restart." Matthaus replied.

The parliament hall echoed with small conversations and discussions. A few people remained quiet, and most of them were communicating with other members around them and expressing their objections to Matthaus.

Then they looked at the other end of the round table opposite Mateus.

David Godoy.

The elder of the parliament, there is no one older than him in the entire parliament or even in the entire refuge area.

David Godoy, who was wrapped in a blanket and returned to silence in the hall, faced the gaze and said slowly in an old tone that suited his age: "Mr. Mayor, we understand your dedication to this city and the shelter, but

This city does not belong to you alone, nor does it belong to the 20 council members here..."

"That's why we have to do this. There are still 87,000 people left in the ice-free port of Weiner. It will be one month or two before it is reduced by half."

Bang bang

David Godoy suddenly slapped the table impatiently and interrupted Mateus rudely.

The congressmen fell silent at his outburst, and the empty hall fell silent.

"We are the creators of order, and it is our duty to maintain order. Any bill made by anyone needs to be approved by two-thirds of the parliament..."

David Godoy's cloudy eyes with drooped eyelids stared at the figure across the round table.

"This is a necessary procedure, Matthäus."
