Human nature has the desire to seek advantages and avoid disadvantages. What we want to get is generous benefits, and what we want to avoid is punishment and pain.

A good ruler must grasp this characteristic of human nature, give a person what he wants, and avoid the punishment and pain of mistakes that he does not want to see. This is to rule with "benevolence".
