The main purpose is to enlighten literacy. In the Qin Dynasty, there was "San Cang", which contained 3,300 commonly used characters in Xiaozhuan.

However, "San Cang" is too difficult for beginners and has long been lost.

What was circulated after the Han Dynasty was Jijiupian, which means Jijiu. It means that if the characters are difficult to understand, it can be done in a hurry. To put it bluntly, it means that literacy can be quickly achieved.

A Mongolian child must be literate in two thousand characters before he can read the scriptures. In other words, a Mongolian child must be literate in at least two thousand characters. Merely reading hundreds of surnames and being literate in a thousand characters is not enough. The Mongolian education must be supplemented by a book with miscellaneous characters in parallel.
