Chapter 65 Military Law Regulations

It was no accident that Chinese soldiers invaded and harassed local residents. Under Li Mingyuan's strict orders, five or six incidents of Chinese soldiers violating military discipline were discovered one after another.

As the investigation deepened, it was discovered that more than a thousand Chinese soldiers were taking opium, and almost all of the soldiers who violated military discipline were taking opium and other bad behaviors.

It takes several years to build a strong army, and pests mixed into the army can easily erode the army's combat effectiveness and destroy an army.

A thousand-mile embankment was destroyed in an ant nest. Li Mingyuan showed no mercy to soldiers who violated military discipline and instructed Liu Pu to judge them in accordance with military law, beheading those who should be beheaded and punishing those who should be punished.

Within three days, 200 of the 1,300 Chinese soldiers who were found were sentenced to death. The others were sentenced to different years of reform through labor.

After the trial decision came out, many officers in the army came to Liu Pu to plead for mercy and begged for a lighter sentence for these soldiers. However, Liu Pu dismissed them by saying, "The trial decision has been handed over to the crown prince for review."

Li Mingyuan governed the army harshly, and Liu Pu's trial was based on military law. If they dared to plead with Li Mingyuan, they would definitely get no good results. Therefore, the officers who pleaded for mercy stopped one by one and went back to remind their soldiers to strictly abide by military discipline and not to fall behind Liu.

In Park's hands.

Sentencing more than two hundred soldiers to death at one time is indeed harsh, but in order to rectify the morale of the army and kill the chickens to scare the monkeys, Li Mingyuan had to do this.

Forcing Chinese workers to join the army without screening is a last resort when Chinese workers face life and death.

After annihilating the main army in southern Peru and reaching a deal with Peruvian President Pedro, Li Mingyuan has realized that,

The disadvantage of an army full of different people is that when the army wins, the entire team can condense into a whole.

But once they encounter a powerful enemy, the team is likely to fall apart due to conflicting hearts.

In order to solve the problems existing in the army, Li Mingyuan reorganized the army a month ago. The reorganized field army will serve as the core force of the Chinese Independent Army, and soldiers with less combat effectiveness will be placed under the command of the garrison.

To Li Mingyuan's relief, most of the soldiers captured this time were soldiers from the garrison and logistics troops. Only five or six soldiers from the field army were punished for drinking and delaying training. This at least proved that the reorganization of the troops some time ago was successful.

, the discipline of the organized field army soldiers is much stronger than that of the garrison army.

The current military law of the Chinese Independence Army follows the military law of the Taiping Army, and it does not clearly define the violations of military discipline by many soldiers. Therefore, when it comes to difficult-to-judge soldiers' violations of the law, Liu Pu has to personally consult Li Mingyuan.

"Liu Pu, there are many loopholes and unreasonable places in military law now. Look at this one: A soldier who contradicts an officer will be whipped ten times in public." After dealing with the soldiers' illegal issues, Li Mingyuan pointed out an unreasonable treatment in military law to Liu Pu.

.

"Your Majesty, there are clear hierarchies in the army. If a soldier contradicts a superior officer and is whipped, it is not considered a severe punishment. In the past in the Kingdom of Heaven, soldiers who contradicted superior officials were directly sentenced to death."

In the feudal army, it was very common to corporally punish and kill soldiers at will. What Li Mingyuan wanted to build was a modern army, so the backward feudal military laws must be abolished.

"Liu Pu, we need to take a longer view.

Now is not the time for the domestic melee to fight for the world. The military industry of the Western powers is developing rapidly. The feudal Manchu and Qing armies are vulnerable to the Western powers. We must also learn lessons. Not only must we catch up with the armies of the Western powers in terms of weapons and equipment,

We should also learn from them in terms of troop management.

Learning from the foreigners and developing skills to control them will be beneficial to the Chinese independent army. We must seriously learn from the foreign powers and no longer stick to our previous understandings."

It is a fact that the armies of the great powers are powerful. Most Chinese, like Liu Pu, believe that the foreigners are powerful because of their advanced weapons and equipment, without considering the deeper reasons.

"Here are my newly compiled military law regulations. If you see if there are no problems, I will publish them." Liu Putong

After being surprised, Li Mingyuan handed over the prepared "Military Law Regulations"

Take it out and hand it to him.

The new military law has a total of thirty-two articles. It abolishes the humiliating whipping, corporal punishment and other regulations for soldiers, and replaces them with confinement, labor reform and military criminal law. At this stage, the Chinese Independence Army has no stable base, so it is sentenced to punishment.

The soldiers were temporarily replaced by labor reform.

The new military law gives soldiers greater equality in life, but the penalties for violating military discipline are much stricter than before.

Anyone who escapes from battle, robs women, or delays the opportunity to fight is punished with death.

The thirty-two articles of military law are only five or six pages in size. Liu Pu carefully read each article of military law and found no particularly obtrusive parts, so he nodded in agreement.

The next day, at the execution site of more than 200 soldiers who violated disciplines, Liu Pu took the new military law written by Li Mingyuan and loudly said, "Since ancient times, a strong army must have strict discipline. However, the following soldiers ignored the military law regulations and made big mistakes. According to the interrogation, they were sentenced

death penalty."

As soon as Liu Pu finished speaking, the more than 200 soldiers who had been sentenced to death immediately started a commotion, and were pinned to the ground by the prison guards.

"Before the execution, I announced the newly implemented "Military Law Regulations": Anyone who escapes from the battle will be killed.

Those who capture false information will be killed

Three people who plunder the people will be killed

Four people who embezzled military pay were executed

…”

Liu Pu read out the thirty-two military regulations in one breath, took a breath, and said solemnly, "Execution."

In one morning, more than 200 soldiers were executed.

The onlookers felt the harshness of military law for the first time.

This execution was not as lively as when Li Mingyuan gave a speech in front of the soldiers. The entire execution process was quiet, and the eyes of the soldiers watching also showed cautious expressions.

Paying equal attention to kindness and power, rewards and punishments are equally important. "Through this large-scale punishment, I hope to change the atmosphere of the army." Li Mingyuan hid not far away from the execution and thought to himself.

Dealing with illegal soldiers was just a small episode. The transfer was imminent, and the Chinese in the occupied territories of Peru were busy preparing for the final matters before the transfer.

The busier times are getting busier towards the end. In the past few days, Sun Bin has received news that the exchange of alpacas with the Peruvian indigenous people has gone smoothly. Five thousand alpacas have been collected and will be transported to Arequi in two days.

Pacheng,

There is also news about the arms and supplies purchased by the Chinese Independence Army. At noon tomorrow, the arms and supplies transported by the Prussian fleet will be unloaded at Barangka. By then, the weapons and equipment of the Chinese Independence Army will be more sophisticated.

Everything was going on in an orderly manner. On the Andean prairie, Li Dawei led the cavalry brigade to round up a group of antelopes. Fang Minghong rode up to him: Brigadier, the time set by the prince has come, we should go back.

Li Dawei looked far away in the direction of Arequipa City and said, "It's time to go back."...
