Chapter 1314: Deformed local economy (three chapters in a row)

As for the entire Songjiang Prefecture, Shanghai County brings together most of the prefecture's industrial and commercial output and tax revenue, but even within Shanghai County, its economic development is very abnormal.

Shanghai's industry and commerce are now basically concentrated in the city. This area of the city mainly refers to the old city, the business district, the North Bank Development Zone, the first and second industrial zones, but except for the above places, there is basically nothing else.

Large-scale industry and commerce existed.

In other places in Shanghai, such as the area on the east bank of the Huangpu River, or places ten kilometers away on the west bank of the Huangpu River, that is, places outside the main urban areas, the economic model after so many years is still based on agriculture, and industrial development is still

Not much improvement.

Shanghai, or more accurately, the five major urban areas of Shanghai, have combined to form a super black hole, continuously absorbing the wealth, population, and resources of the surrounding areas.

Even the surrounding prefectures such as Yangzhou, Suzhou, and Hangzhou have been sucked away a lot of wealth, population, and resources, not to mention the other areas of Songjiang Prefecture on the edge of the five major districts!

The siphon effect is vividly demonstrated in Shanghai’s five major districts!

If Chen Lifu was still the magistrate of a special county in Shanghai, then he would naturally be very happy to see this situation, and would even work hard to continue absorbing all the resources from the surrounding areas.

Because this is basically equivalent to absorbing resources from other places to develop Shanghai, which is a good thing for Shanghai itself.

But now that Chen Lifu has become the prefect of Songjiang Prefecture, he seems a little worried about this situation.

After all, as Songjiang Prefecture, while ensuring the continued rapid development of Shanghai, he must also allow other areas to develop, so that he can boost the economic development of the entire Songjiang Prefecture as a whole.

His political achievements came from the development of the entire Songjiang Prefecture, not just the development of Shanghai.

But the current seriously deformed economic development strategy has made Chen Lifu wary.

For example, Huating County is adjacent to Shanghai. Its county seat is not far from the old city of Shanghai, but its economic development is in the sky and underground!

For example, poor Huating County was once the economic center of Songjiang Prefecture. In the 16th year of Xuanping, its industrial and commercial output value was only 5% of Shanghai's!

Yes, you read that right, only five percent!

More importantly, this two percent of industrial and commercial output value is not produced in the traditional economic center of Huating County, that is, in the county area, but in the eastern part of Huating County, which is the area adjacent to Shanghai County.

contributed.

In the area on the west bank of the Huangpu River in the east of Huating County, close to Shanghai's Second Industrial Zone, although it is not directly adjacent and is separated by several kilometers, the powerful economic engine of the Second Industrial Zone still drives the surrounding areas and even Linxian County.

development of.

Relying on its proximity to the Second Industrial Zone, Huating County has adopted the slogan of supporting major enterprises in the Second Industrial Zone and established a Huating Development Zone directly at the junction of the two counties in an attempt to attract investment.

However, there is a huge difference between the signs in Huating County and those in Shanghai County. At the same time, the Huating Development Zone actually does not receive support from the central government or even Jiangnan Province. The lack of support from superiors means that there is no financial support.

Without financial support, they have no way to make initial investment and carry out basic construction of the development zone, such as leveling the land, building roads, building docks, building dock freight rails, warehouses, factories, etc.

Relying only on the county finance of Huating County, plus some financial subsidies from Songjiang Prefecture, they simply do not have the ability to make large-scale initial investments. They can only make small investments. Up to now, they have not even built a usable dock along the river.

That is to say, several cinder roads were built as the main traffic arteries connecting the second industrial zone.

In addition, there is another very important reason that is, Huating Development Zone has not received support from superiors, which means that this development zone has not received preferential tax policies.

In order to attract investment, various regions in the Tang Empire often used tax subsidies to attract companies to settle in. However, the intensity of the subsidies was different, and it had nothing to do with the local wishes.

Because tax preferential policies are divided into several parts, such as tax incentives stipulated by the central government, tax incentives at the provincial level, and tax incentives at prefecture, state, county and other levels.

Among them, the central government’s tax preferential policies are very difficult to obtain. Currently, only a few specific industries and specific industrial zones can obtain such preferential tax policies from the central government.

In terms of industries, it is mainly high-tech industries and specific enterprises. This kind of tax preferential policy, no matter where the enterprise is, as long as it passes the central review and is approved, it can enjoy the highest level of tax preferential policy.

The basic ones are tax exemption for three years, half tax for five years, free land, free repair of various infrastructures, etc., and then there are some random specific subsidies, and so on.

However, there are actually very few companies that can directly obtain the central tax preferential policies. There are no more than 100 companies nationwide, and they are basically heavy industries that are not involved in private companies. For example, the textile industry that private companies like to invest the most.

The industry basically cannot expect to directly apply for national tax preferential policies.

The only way is to live in an industrial zone that can enjoy this policy.

Since the industrial zone policy was formulated, a large number of various industrial zones have popped up in the Tang Empire. Basically, every prefecture and county dare not fall behind and will build an industrial zone more or less.

However, these industrial zones are very different, and the tax preferential policies that can be enjoyed by settling in different industrial zones are also completely different.

Because some industrial zones can enjoy financial subsidies from the central government, provincial finance, government/state, county and other levels of finance, they can achieve complete tax exemption for three or even five years, and half tax for five years.

But there are very few such industrial zones, eight out of ten!

They are the first and second industrial zones in Shanghai, the North Coast Development Zone, the two major industrial zones in Guangzhou, Panyu, and Foshan, plus the Dangtu Industrial Zone in Taiping Prefecture, the Hanyang Industrial Zone in Wuchang, and the Dagukou Industrial Zone in Tianjin.

.

Even Jinling City does not have such an industrial zone that can enjoy all preferential policies.

Among the remaining industrial zones across the country, there are still a small number of industrial zones supported by provincial finance. For example, Zhejiang used almost all the provincial finance to build the Ningbo Industrial Zone, and the Jiujiang Industrial Zone in Jiangxi.

As for the rest, most of them are industrial zones that are only at the state level or even just counties. The most famous one is Lingao Industrial Zone, which relies on Linhai Erjiu Fishery Company, the largest fishery fishing and processing enterprise in the country.

The industrial zone established is now fully supported by the entire Qiongzhou government and contributes almost all of the industrial and commercial output value and more than 80% of tax revenue to Qiongzhou government.

The Huating Development Zone is very boring. It is just a county-level industrial zone. It has not even received financial support from Songjiang Prefecture, let alone Jiangnan Province and the central government.

Because whether it is the central government or Jiangnan Province, their goals are all set in Shanghai, and they want to concentrate on doing big things. With limited resources, Shanghai has great development potential and good prospects. As for Huating County next door, it is very difficult.

Coincidentally, he became the target of sacrifice.

The officials in Huating County were naturally unwilling to give in!

If their superiors don't support it, they will do it themselves.

The example of Lingao Fishery Industrial Zone is the best example of most prefectures and counties across the country setting up industrial zones on their own. Even if the superiors do not support it, they can still get it started as long as they find the right path.

The most important thing is not to have no policy, but to find the right way!

Because officials in various places also show their talents and develop an industry based on what is available in their own place. For example, Huzhou, Zhejiang, has rich resources of high-quality silkworm cocoons, and the local silk is already famous, so they began to develop the raw silk industry.

There are many silk reeling factories in Shanghai with high technical content and low cost, and the pressure to compete with them is great. Therefore, Huzhou simply takes the high-end route and directly develops high-end silk to stagger the competition.

Another example is that a certain place discovers that there are bamboo and wood resources in its jurisdiction, and then develops corresponding industries such as papermaking or bamboo and wood furniture.

Lingao Fishery Industrial Zone, with its one-line model, is also a great enterprise for many local small industrial zones.

They cannot build a large and comprehensive industry, but relying on local specialties and other advantages, there is still a chance to develop a certain industry.

I have to say that in fact, although many local industrial zones are small and inconspicuous, and most of them do not have a few large-scale enterprises, some of them are still very prosperous and have often become the mainstay of local industry and financial leaders.

But these have nothing to do with Huating Development Zone!

There is no support from above, and Huating County itself does not have any special resources. The only advantage is that it is close to Shanghai.

But being close to Shanghai is an advantage and also their biggest disadvantage!

Because of the comparison between Huating Development Zone and the Second Industrial Zone next door, any entrepreneur who is not stupid will choose to build a factory in the Second Industrial Zone.

The Huating Development Zone, which has been struggling for many years, now only has two or three kittens, and it was all invested by the local gentry. As for the foreign investors, they went directly to Shanghai and did not even bother to visit other areas.

Went to Huating a few kilometers away.

However, although there are not many companies, there are many people in Huating Development Zone. After all, it is only a few kilometers away from the Second Industrial Zone. There are more than 100,000 workers in the Second Industrial Zone, which requires huge living and consumption needs.

In the supporting area, when the surrounding areas are full of people, naturally a large number of people working in the Second Industrial Zone will come to live in the Huating Development Zone next door.

Therefore, Huating Development Zone is becoming more and more lively, but this kind of liveliness is not what Huating County officials want to see.
