731【Government Structure】

After the preamble, there is the general outline of the constitution.

"The Kingdom of Tianzhu is a country where the Chinese people obey the orders of Heaven and travel thousands of miles across the sea to settle down and establish their families."

"The Kingdom of Tianzhu is the country of the Chinese people, and the king serves as a pastor for all the people on behalf of Heaven."

"In the country of Tianzhu, the Chinese people are citizens, and the people of foreign races are obedient subjects. No one is allowed to treat the Chinese people as slaves, and no caste is allowed within China. People of foreign races can be officials of Tianzhu, but they are not allowed to be of the fifth grade or above.

The above positions."

"In Tianzhu, if foreigners can read Chinese characters and speak Chinese, they can be accepted as Chinese subjects, and they will be treated equally without discrimination."

"In Tianzhu, there is freedom of religious belief. Chinese people are only allowed to believe in Buddhism and Taoism, otherwise they will be revoked from their citizenship."

"In Tianzhu, the Mandarin of the Ming Dynasty should be used as the criterion, and Mandarin must be spoken on important occasions such as political discussions and sacrifices. The dialects of various parts of China are also the Mandarin of Tianzhu, so there is no need to criticize the people harshly."

"The rulers and ministers of Tianzhu have the responsibility to educate all the people, and they should gradually popularize free schools throughout the country. Official free schools do not charge tuition fees. Any Chinese people who have illiterate children over seven years old and under thirteen must be sent to free schools by their parents.

, otherwise you will be severely punished! If children of foreign races in Tianzhu are interested in enrolling in school, no school shall prevent them from enrolling."

"..."

After Fang Lingxi read the general outline of the constitution, all she could think of was admiration. This was a program for founding a nation!

At the same time, it is also a colonial declaration. The Chinese people are doing things under the orders of God when they develop overseas.

As for India's own caste system, Wang Yuan completely ignored it.

You can do whatever you want among yourselves, and you can kill untouchables for fun if you have nothing to do. I respect your customs and traditions.

However, if an untouchable learns to speak Chinese and write Chinese characters, then he can become a Chinese citizen after passing the examination. At that time, he will jump out of the caste system. Can you try to touch him again?

Chinese people are above caste!

And even Han people can no longer use Han slaves. Han people can only be masters in Tianzhu, not slaves!

Regarding slaves, Wang Yuanhui issued a separate decree.

Existing Han slaves can continue to work for their employers due to livelihood reasons. However, the contract of sale is not recognized and must be replaced by a short-term employment contract. The term of the employment contract must not exceed five years.

There are also government frameworks below…

Head of State: King.

The highest government agency: Cabinet. (Cabinet members must be no less than five and no more than nine.)

The highest supervisory authority: the Metropolitan Procuratorate. (The Censor of the Metropolitan Procuratorate has only the power of supervision and may not interfere in administrative affairs.)

Government departments: Ministry of Personnel, Ministry of Household Affairs, Ministry of Rites, Ministry of War, Ministry of Punishment, Ministry of Finance, Ministry of Industry, Ministry of Commerce, Ministry of Agriculture, and Ministry of Communications.

The six books of ministers directly became the ten books of ministers.

The functions of the first six ministries remained roughly the same, but the Ministry of Husbandry separated financial rights, which was equivalent to the Cangchang Shangshu of the Ming Dynasty, and became independent as the Shangshu of the Ministry of Finance of Tianzhu.

The Ministry of Industry is in charge of industry, the Ministry of Commerce is in charge of commerce, the Ministry of Agriculture is in charge of agriculture, and the Ministry of Transport is in charge of transportation.

Heaven and earth connect and all things are connected. This is the etymology of "communication", which comes from the "Book of Changes".

As for the police system, it is a modern product, and the operating cost is too high. The earliest police in Europe and the United States were no different from the Ming Dynasty police officers. In remote places, they were even weaker than the Ming Dynasty police officers. Don't substitute the modern police system into it.

Wang Chong was appointed Prime Minister, Ning Botao was appointed Assistant Prime Minister. Wu Rulin and Lin Zhang, who were familiar with Tianzhu's national conditions, were appointed ordinary cabinet ministers.

There is nothing objectionable about these, except that Ning Botao is not here today. He went to Ceylon Island (Sri Lanka) to receive the Ming Dynasty's Xihai Navy.

Only Kapati's father, the Tianzhu general Rama who dedicated the city, was actually appointed as a cabinet minister by Wang Yuan.

"Your Majesty, how can a foreigner be a cabinet minister?" Disciple Huang Xu was a little dissatisfied.

Wang Yuan said with a smile: "Both father and son are willing to become naturalized, and they have made great contributions to the city. How can they not work for a high official?"

Huang Xu asked: "His Majesty stated in the General Outline of the Constitution that naturalized aliens are only allowed to believe in Buddhism and Taoism. Are the father and son willing to give up Hinduism?"

Wang Yuan smiled and said: "They will give up."

Huang Xu, the son of Huizhou merchants and the second batch of direct disciples of Wang Yuan, was very senior in the physics school. If he had stayed in the Ming Dynasty, he would have been at least a minister. Unfortunately, after he was admitted to the civil service examination, he gave up the civil service examination and became a minister before he was twenty.

He went into business at the age of 18 and was a founding minority shareholder of the Tianzhu Cotton Association.

Now, Huang Xu was appointed as the Minister of Household Affairs, responsible for land and population, and the taxation power was transferred to the Ministry of Finance.

Fang Lingxi serves as Zuodu Yushi of the Metropolitan Procuratorate, which is equivalent to the president of the Supreme Procuratorate. He is responsible for supervising officials across the country and strictly investigating corruption, malfeasance and fraud.

When starting a business, where are there so many people to supervise?

Fang Lingxi’s main responsibility is to monitor immigration corruption. In the next few decades, large-scale immigration will continue, and the government will distribute tolls, farm tools and seeds, and there will inevitably be a lot of corruption. It depends on whether Fang Lingxi still has the skills of his youth.

Bloody, it depends on whether his Jishi sect still maintains innocence.

The Minister of Finance is more interesting, guess who it is?

Wang Yuan's childhood friend Liu Yaozu in Chuanqingzhai was an old scholar who had failed to pass the imperial examination for more than 20 years. He relied on Wang Yuan's nepotism to get a job. When Wang Yuan took Liu Yaozu out of Beijing, Liu Yaozu was still working in the Ministry of Industry of the Ming Dynasty.

From a seventh-grade junior official, he was responsible for the financial audit work of the Railway Department.

In the Ming Dynasty, he jumped from a seventh-rank official to the Minister of Finance of Tianzhu Kingdom.

But compared to Wu Rulin, it doesn't seem too strange.

Wu Rulin is Wang Yuan's son. Even though he joined the physics club, even though he held positions in factories and chambers of commerce, and even though he was responsible for managing 200,000 acres of land in Tianzhu, he was still Wang Yuan's domestic slave in the final analysis. A domestic slave,

Now he has become a cabinet minister because he is very familiar with Tianzhu affairs and is one of the hundred elders of the Tianzhu Cotton Association!

Lin Zhang did not speak during the whole process because he was the only outsider present.

A month ago, he was just the Putian Lin family, a shareholder representative sent to Tianzhu, and served as the general secretary of the Tianzhu Cotton Association. With the king under house arrest, the general secretary of the Cotton Association was equivalent to the prime minister of Tianzhu, but no matter what he did, he could not do anything.

I have to discuss with other elders, what real power can I have? I just use my position to make more money in Tianzhu and put it into my personal pocket.

Now, Lin Zhang presented the Lin family's land and population information in Tianzhu, and finally gained Wang Yuan's approval and appointed him as a cabinet minister.

As a cabinet minister, his main role is to contact the Tianzhu Cotton Association, and thinking with his butt is a thankless job for both ends.

Unless Wang Yuan completely subdues the Tianzhu Cotton Association, Lin Zhang will always be a different person.

"His Majesty!"

Yin Bingheng came to see him dressed in military uniform.

Yin Bingheng, who was only twenty-one years old, could be regarded as Wang Yuan's true disciple. He only studied military arts and martial arts and had no interest in the Four Books, Five Classics or physics.

Gui E met this boy in Shandong and brought him to Beijing to join Wang Yuan's family. Over the years, he ate and drank at Wang Yuan's house. Wang Yuan also arranged a marriage for him, making him half of Wang Yuan's son.

A good general of the Ming Dynasty from another time and space is now the commander of Wang Yuan's bodyguard.

The king's guard commanded by Yin Bingheng is independent of the Ministry of War and only accepts the king's dispatch. Currently, one hundred people are selected from the Luzon infantry to guard the palace. One thousand cavalry are also selected from the Tianzhu and Han troops.

Used to carry out the king's military orders.

Wang Yuan's king's guard currently only has 1,100 soldiers.

"How did things go?" Wang Yuan asked.

Yin Bingheng said: "The copper mine has been recaptured, I did not cause any more killings, and more than a thousand prisoners were taken to the capital."

Wang Yuan said: "The women and children were left behind, and the rest were taken to build roads. This Tianzhu cotton society is doing business, but they don't even bother to repair the roads. From now on, all the young prisoners captured will build roads! The Ministry of Finance urged the Ming Dynasty

Over there, quickly send those two sets of coin minting machines. Once we have the copper mines, we can mint Tianzhu coins."

Wu Rulin suddenly said: "Your Majesty, send troops quickly to take back the Kolar gold mine."

Wang Yuan thought for a while: "The troops have been sent to the surrounding areas to collect food. We will wait until they come back. The next batch of immigrants will move directly to the area around the Kolar Gold Mine. We will first build villages and towns there and allocate some land to them.

."

Wu Rulin reminded: "The land there has an owner."

What does it mean to have a master?

It was bought by several Cotton Association shareholders, and many Han people immigrated.

Wang Yuan said: "Then let the landlord immediately submit the population and land inventory, and then send people to check and measure. If more than 500 acres of land are concealed, directly expel the landlord from the country and take back all his acres! If he is honest, change it to another one.

The land will be given to him, and he will be given full compensation and tax exemption for five years. The land around the gold mine must be equally distributed to the immigrants, and natural villages and towns must be formed there, and no one family should be allowed to dominate!"
