Strength level cannot determine anything, it is just an idealized value.

In battle, the stronger the strength level, the greater the victory.

Is a 150MM caliber howitzer strong enough? Is it powerful enough? If it is hit by a 60MM mortar, it will fall down.

This should be easy to understand.

Unless it is an absolutely overwhelming force, it is very possible that the power level fluctuates by a step, leading to unexpected battle results.

Another thing is that the power levels in the book are not the actual combat values ​​​​reflected by the corresponding fighters in battle, which I have already explained before.

Combat is a very complicated process. Maybe a very powerful master suddenly farts while dodging, causing his movements to deform and be hit by the opponent. This extremely unlikely event may also happen.
