Chapter Five Hundred and Eighty-Six New. Newspaper Censorship System

In the afternoon of that day, Richard Metternich and Prince Metternich handed the manuscript of "Guidelines for the Industrialization and Future of the Empire" which they had spent several hours writing into the hands of Franz Joseph.
