On November 21, the Kingdom of Brazil released the country’s State of the Union Address, “The Kingdom Program.”

The release of the "Kingdom Program" represents the path that the Kingdom of Brazil will take, as well as the governance measures for a long period of time to come.

The outline is roughly as follows:

The first clause of Article 1 determines the political system of the Kingdom of Brazil.

The government of the Kingdom of Brazil is a constitutional monarchy with a parliamentary cabinet system.

The specific form will refer to the middle line of the two world powers, the German Empire and the British Empire.

The second item is to declare that the country has entered a ten-year transition period.

Because the Kingdom of Brazil is currently immature and has experienced the corruption and darkness of the Republican period, it will take a long period of transition to enter the era of cabinet parliaments.

The ten-year transition period is divided into two periods of five years.

The first stage is military and political.

During this stage, the king and the army will take the lead, eliminate the corrupt policies and dark remnants of the republican period, and propose civil service examinations.

During this period, in addition to eradicating the remnants of the party, the country entered the first planning era of industry, agriculture and education plans to enhance national strength, create jobs, and improve the quality of the people.

The second stage is political training.

During the tutelage period, the country entered the second era of industrial and agricultural planning, which was to continue to implement education plans.

In addition, while continuing to improve the quality of the people, the government will send qualified personnel to supervise local governments, establish parliaments, and restructure the Supreme Court to prepare for the constitutional era.

The third item is to end the ten-year transition period and enter constitutional government.

In the constitutional era, in addition to the army, the country's three powers were separated, and the king delegated power to the cabinet, parliament, and supreme court.

In addition to the three power agencies, the Supervisory Yuan is specially established. This department is directly under the king and is used to supervise the three power agencies.

Article 2, Industrial and Agricultural Planning.

In view of the distorted agriculture, weak industry, and deformed commerce during the Republic period, the king will personally make changes to this situation.

The Kingdom will introduce advanced industrial and agricultural technologies from Western Europe to make up for the shortcomings of the Kingdom of Brazil. Under the guidance of the government, correct industrial and agricultural plans will be carried out at each time period.

In addition to industrial and agricultural planning, the state encourages economic transformation, the development of private enterprises, the improvement of the business environment, and the reshaping of financial institutions.

Article 3, Education Plan.

The country will set up a large number of basic education schools to promote nine-year compulsory education for children and popularize basic education. At the same time, it will launch a literacy campaign and encourage the establishment of night schools.

In addition to basic education, the Kingdom will build a large number of higher education to be in line with Western European universities and improve the quality of national education.

Article 4 is to expand the army.

Due to the restrictions on the development of the army during the Republic period, the national defense force was weakened, but now it has been cleared up.

The size of the army will be expanded to 150,000, and the size of the navy will be expanded to 35,000.

In addition to the expansion of the army, the corresponding military industry will be vigorously developed, especially the naval industry, and the country will introduce Western warship shipbuilding technology.

Due to the current weakness of the navy, while establishing professional military schools, the existing navy warships and infrastructure are also being expanded.

Due to the disadvantages of the shipbuilding industry, Brazil will invite Europe to tender for 4 battleships, 3 battlecruisers, 12 cruisers, 16 destroyers, 24 frigates, and 6 submarines.

During the bidding process, both purchase and construction will be combined, and those who provide shipbuilding technology will be given priority.

Article 5 is medical treatment.

Most of Brazil's territory is in the tropics and is prone to many diseases. In addition to common temperate infectious diseases such as cholera and plague, it also has a variety of tropical diseases.

The Kingdom will focus on building large hospitals, medical research, and establishing universal basic medical facilities to benefit the masses as much as possible, launching plans every few years.

Article 6: Establish a welfare system.

Because Brazil has no experience in establishing a welfare system, Brazil will refer to the German Empire in this regard.

The welfare system is the guarantee of a country and its people and must be established. Brazil will learn from the German Empire, the second most powerful country in the world.

Article 7 is to establish a household registration system.

During the Republic period, there was no household registration system, the management foundation was difficult, the crackdown on crime was not serious, and darkness was reborn.

A complete household registration system is the foundation of a country and is crucial to the construction of the kingdom. The kingdom will gradually establish a household registration system.

Although Brazil has a population of 30 million, it is still a country of immigrants. In order to facilitate management, the country will establish a complete immigration bureau to manage and arrange for new immigrants.

At the same time as the Immigration Bureau is established, the Entry and Exit Inspection Bureau will establish a passport and inspection mechanism in order to monitor the movement and safety of the people and prevent problems for nationals abroad.

Article 8, Reshape the Police Department.

In view of the corruption during the Republic, the police department also deteriorated and must be reformed.

The kingdom will deploy a part of the army into the police department to screen the police, expel corrupt elements, and reiterate fairness and strictness.

In order to deal with violent elements in society, the police station will set up armed police to suppress violent terrorists who disrupt social order.

Article 9: Establish a civil service system.

During the Republic period, government employees were extremely corrupt, had serious relationships, and were inefficient. The Kingdom will gradually screen various departments and basic government positions.

At the same time, in order to cultivate outstanding government employees, the Kingdom will establish a civil service examination system, and those who pass the exam will be employed.

Future government employees are strictly prohibited from using connections. If they enter the department without procedures, they cannot become employees.

Article 10, Develop fisheries.

Brazil has a vast coastline and is a natural navigation power, but it lacks necessary fisheries.

Fishery development is of great benefit to the country and cannot be underestimated. The country will establish a fishery bureau to develop Brazil’s oceans.

Article 11: Establish a research bureau.

Brazil is technologically backward and far away from the world's development center. The establishment of the research bureau is timely.

Europe and the United States are undergoing rapid technological innovation, and Brazil has the obligation to track the technological frontiers of the times. The Kingdom will invest funds in the research bureau to catch up with European technology to prevent it from falling behind the world.

Article 12: Talent introduction.

The Kingdom of Brazil has backward education and lacks high-end talents.

For the sake of national development, Brazil will implement a talent introduction plan and provide generous treatment to the talents who come to build the Kingdom of Brazil.

Western Europe is the world's science education center, and Brazil will actively learn and introduce talents.

Article 13: Establish a security bureau.

There are many malicious countries around the Kingdom of Brazil.

The remaining dark remnants in the country are actively contacting foreign hostile forces, which is a major hidden danger to the Kingdom of Brazil.

The surrounding hostile countries have never stopped infiltrating the Kingdom of Brazil, so we must be vigilant.

The Kingdom of Brazil will establish a security bureau to deal with domestic and foreign hostile forces.

........

The Kingdom Program has more than 100,000 words, a total of 18 articles and 38 items, covering many fields and aspects such as politics, economy, military, education, health, culture, industry, agriculture, etc. It points out the direction for government actions in the coming years.<

/p>

The State of the Union Address of the Kingdom of Brazil also expressed that the Kingdom of Brazil is not a dictatorship. The country will implement a constitutional monarchy, actively learn from Europe, and integrate with the world.
