Chapter 136 Reading

 "Tired, so tired!"

Zhu Hengjia rubbed his sore eyes.

Ever since I took over the country, I have to read and approve a huge amount of memorials every day. I am constantly busy with political affairs every day!

It’s best not to travel through time in the next life! If you travel through time, you must dress up as a romantic and talented person, recite poems all day long, and seduce beautiful women. How wonderful!

Until now, there are still six memorials on the imperial desk. Three are about Yunnan, one is about Annan, one is about Sichuan, and one is about Tibet.

??

After putting down the Shadingzhou Rebellion, Zhu Hengjia made Shi Qiwen the Duke of Dian and rewarded all the generals generously. He also ordered Yunnan governor Liancheng Bi, political envoy Yang Weizhi, inspector envoy Wang Yunkai, patrol envoy Qu Mingfeng and other civil and military officials to fully implement it in Yunnan. "The Imperial Edict of Ming Dynasty".

He specifically emphasized that the future of Yunnan should focus on three things: the government and the gentry should pay for the food together, return the rebel chieftains' territories to their native land, and appease the "three propaganda and six consolation".

Looking at the three memorials about Yunnan in the imperial court, Zhu Hengjia fell into deep thought.

One copy is "Waste Shells and Changes to Money" written by Yang Weizhi, the chief minister of Yunnan.

It turns out that there is a shortage of copper coins in Yunnan, and primitive shell coins are still used in many places. How can shells be used as money? So Yang Weizhi suggested that Zhu Hengjia fully implement copper coins in Yunnan, and those who use shell coins without permission will be severely punished.

Zhu Hengjia thought that using a knife to force people to give up shell coins and use copper coins would not be effective and would easily arouse public resentment. Everyone knows that copper coins are easier to maintain than shell coins. The key issue why Yunnan people use shell coins is that copper coins The quantity is too small. This problem can be easily solved by casting a batch of copper coins and circulating them in Yunnan.

He ordered the minister of household affairs, Guan Shouzhen, and the doctor of the treasure bank raising department, Jiang Wende, to cast a batch of Jingjiang Tongbao for circulation in Yunnan. Yunnan produced copper, and he also ordered Xiao Qi, the right minister of the Ministry of Industry, and Xiao Cheng, the doctor of the mining department of the Ministry of Industry, to vigorously mine in Yunnan. Copper mines serve as the basis for minting copper coins.

Finally, he ordered all parts of Yunnan to collect taxes and pay official salaries in copper coins or silver, and not to use shell coins; all major banks were not allowed to accept shell coins.

The promotion of copper coins in Yunnan greatly eased Zhu Hengjia's financial pressure.

The other two memorials were both written on Liancheng Bi, the governor of Yunnan.

One is "Increasing Troops to Defend the Border".

The Toungoo dynasty of Myanmar continued to invade and encroach on the territory of the Ming Dynasty, and annexed Mengyang and Mubang. They were still not satisfied with the two lands of the Xuanwei Envoy. They also raised troops and annexed the Yuyi Prefecture of Menggen in Yunnan, and continued to harass the Chexuanwei Division.

Zhu Hengjia glanced at the map and was filled with pride.

Menggen (Menghen), Mengyang (Mengyang), Mubang (Mengpeng), these places, Gu will have to take them back sooner or later!

Myanmar was also one of the "Six Solaces" of the Ming Dynasty. The Toungoo Dynasty will have to pull out this thorn sooner or later!

But now we are not strong enough, and the Tartars are not yet defeated, so we must endure it for now.

He ordered Li Dingguo, Marquis of Dinglu, to garrison the Chexuanwei Division, station troops in Jingluo, Menglong, and Mengrun to guard against Burmese invasion, and monitor Siam and Nanzhang; he ordered Ninghai Bohe Jiuyi to garrison the Menglian Division, and coordinated with Li Dingguo.

; Order Zhao Yinxuan to garrison Ma Yuancheng in Mengding Prefecture to spy on Mubang; order Hu Yiqing to garrison Myitkyina in Xuanfu Division of Nandian to monitor Meng Yang.

He also sent envoys to secretly contact the chieftains in Mengyang, Mubang, and Menggen who were forced to submit to Burma, and encouraged them to wait for the opportunity and return to the Ming Dynasty.

The other is a secret music.

Zhu Hengjia opened it and was shocked.

This secret memorandum mentions various illegal activities in the Duke of Guizhou, various privileges of the Mu family and the existence of Yunzhuang.

It turns out that the Lao Mu family has been in Yunnan for hundreds of years and has been seriously corrupted.

Mu Tianbo's retainers expropriated people in Wuding Mansion, which aroused the rebellion of Wu Bikui, the chieftain of Wuding. This led to the Shadingzhou Rebellion. To a certain extent, the Shapu Rebellion was the result of the rebellion of Yunnan ethnic minorities.

The domineering resistance of the Lao Mu family.

For more than two hundred years, the Lao Mu family represented the Ming Dynasty in governing the chieftains of Yunnan and handling the affairs of surrounding vassal countries. They also had various privileges such as controlling troops and horses. As a result, the Yunnan people "administered affairs as if they were in the imperial court." Under the picture, the chieftain

He came out of Guo with a majestic appearance, took a shower, and then opened the door, saying: "This is the purpose of the order."

What Zhu Hengjia couldn't accept the most was that his family was managing farmland in Yunnan and misappropriating people's land.

Liancheng Bi's memorial stated that if the total of more than 40,000 hectares of Chief Secretary's field, Tuntian, and Muzhuang were taken as the total amount of land in Yunnan, then the land occupied by Mu's village was actually one-third of the total amount of land in the province.<

/p>

That's not bad! The land occupied by your family accounts for one-third of the province. Can the people who have no land still survive? No wonder Wu Bikui and Sha Dingzhou want to rebel against you!

Fortunately, Sha Dingzhou's rebellion was sudden, Mu Tianbo fled in a hurry, and Tian Qi and others were completely lost.

You lost the land deed yourself, so no wonder you.

So Zhu Hengjia ordered that the fields with land deeds be returned to the Lao Mu family, and those without land deeds would be nationalized. All the privileges previously given to the Lao Mu family, such as controlling soldiers and horses, managing chieftains, and handling affairs with surrounding vassal states, were all cancelled.

The Duke of Guizhou is treated equally with other honorable relatives.

??

The memorial about Annan was jointly written by Annan governor Hu Zhigong and Annan Bo Yang Wu, and it was called "Changing Qiongzhou into Annan".

Hu Zhigong and Yang Wu felt that the four prefectures of Annam Province now, Lang Son, Xin'an, Hong Gai in the north, and Hua Ying in the south, were not connected. The land routes were separated by the Nguyen and Zheng families in Annan, and they were all connected by sea. Once something happened, it would be difficult to reach both ends.

Take care of each other.

Qiongzhou Prefecture in Guangdong is located right in the middle of the South and North Sea Road in Annan. Therefore, we requested that Qiongzhou be included in Annan Province and make Qiongzhou the capital of Annan.

Zhu Hengjia was also a man who had fought in the war, and he knew it made sense at first sight. He immediately approved it with a big "accurate" mark.

He ordered Qiongzhou in Guangdong to be changed to the capital of Annan Province, and Hu Zhigong, Yang Wu and others moved to Qiongshan County in Qiongzhou Prefecture.

He also ordered the two men to expand the port in Qiongzhou, train soldiers, and provide assistance to the four prefectures of Langshan, Xin'an, Hongji, and Huaying.

??

Annan's memorial is simple and can be completed in a few or two. The Sichuan memorial is very difficult and was submitted by Governor Fan Yiheng. Zhu Hengjia was furious after reading it.

"These vassal towns in Sichuan are disgusting! They treat the imperial court like nothing!"

In the Ming Dynasty, Yuan Tao, deputy general of Jiangjin, Sichuan, and Hu Jiusi, deputy general of Chongqing, and Li Zhanchun, deputy general of Fuzhou, started a civil war.

Sichuan Governor Chen Bangyan issued an order to all towns. From now on, military salaries will be borne by the imperial court, and towns shall not interfere in local government affairs.

Yuan Tao and Hu Jiusi, the two big bandits, turned a deaf ear and set up officials in Jiangjin to collect taxes, just like an independent kingdom.

Chen Bangyan gave Yuan Tao an establishment of 7,000 men, but Yuan Tao insisted on expanding his army by 20,000; he gave Hu Jiusi an establishment of 5,000 men, and Hu Jiusi expanded his army by 10,000.

Jiangjin had few soldiers and could not afford to raise so many soldiers, so they started thinking of Chongqing and Fuzhou.

So Yuan Tao, the "King of Fighting for Heaven", and Hu Jiusi, who "walked a hundred thousand", led his army to attack Yu Dahai who was stationed in Chongqing. Li Zhanchun's tribe was severely defeated.

After the defeat, Yuan Tao was feeling depressed when he suddenly reported that his brothers from the Thirteenth Family, who had previously shaken Huang, were entrenched in Mianzhou and Wu Dading from the Zitong area had come to join him.

"Brother Wu, why are you here?"

Wu Dading was dejected: "Don't mention it, I have offended Zhao Ronggui. I can't stay in Mianzhou any longer. I have no choice but to come and join my eldest brother."

It turns out that Wu Dading was always ambitious. He supported Zhu Cunying, a clan member of the Qin dynasty in the Ming Dynasty, as the King of Qin, and used the King of Qin to order Zhao Ronggui of Long'an, Zhu Hualong of Songpan, and Zhan Tianyan of Maozhou.

Later, when he saw that Zhao Ronggui in Long'an had many soldiers and generals, he wanted to annex Zhao Ronggui's military territory.

He asked the King of Qin to trick Zhao Ronggui into his camp so that he could be killed.

Unexpectedly, Zhao Ronggui had contacted Zhu Hualong, Zhan Tianyan and other Qing troops who attacked Baoning. In the eyes of Qin King Zhu Cunyang, he was a loyal minister and righteous man. Zhu Cunying told Zhao Ronggui about Wu Dading's treacherous plan.

Zhao Ronggui had many soldiers, so Wu Dading had no choice but to flee for his life and defect to his brother Yuan Tao.

The three of them joined forces and did not have enough food to eat. They attacked Chongqing and Fuzhou but could not defeat them. They had no choice but to ask the think tank Li Qiande for discussion.

This Li Gande was originally the governor of northern Sichuan appointed by Emperor Yongli. After Wugang City was destroyed, Li Gande turned to Zhu Hengjia. Zhu Hengjia knew that he had a bad reputation in history and ignored him. He had no one to rely on and acted as a think tank for Yuan Tao.
"Li Futai, now we have tens of thousands of soldiers and horses, short of food and clothing, and want to seize territory, but we can't defeat Li Zhanchun and Yu Dahai. Please give us an idea."

Yuan Tao, Hu Jiusi, and Wuhan University asked Li Qiande for advice.

Li Qiande smiled: "The richest place in Sichuan now is Jiading. Why don't you three go and join 'Yang Bodhisattva'?"

"Go to Yang Zhan? But we are not familiar with Yang Zhan!"

"It's okay, I'll go to Jiading and lobby Yang Zhan."

Li Qiande met Yang Zhan and told him that the three people wanted to defect to him.

Yang Zhan refused immediately.

Are you kidding me? These three are all famous bandits from the Thirteen Huang family. They came to Jiading and they didn’t bring disaster to the people of Jiading!

Zhan Ke said: "Since the climate and soil are different, the character of mind must be different, and this is where the discord arises. Now, tens of thousands of people under my command are all in my hometown, sharing joys and sorrows, going through fire and water, and they all have the same ambition. If there are more Yuan and Wu, they may be harmed." I've made my decision, so I won't say anything more."

Li Qiande knew that Yang Zhan had a weak ear, so he continued to persuade: "Those who do great things always do not hesitate to crowd. Although the generals and soldiers are excellent, they have no external support. The three generals ran towards the wind, admiring the general's might and virtue. Without laboring a soldier, without firing a single arrow, Recruiting tens of thousands of people under his command is not very conducive to the general's evil? The opportunity cannot be missed, the time will never come again, the general has his own plans."

Yang Zhan pondered for a long time and then agreed. He ordered Yuan Tao and Hu Jiusi to move the camp to Qianwei, and Wuhan University settled in Qingshen.

Soon after Hu Jiusi died, Yuan Tao and Wu Dading divided them up.

Fan Yiheng, the governor of Sichuan, went to Zhu Hengjia to report this matter.

Zhu Hengjia sneered: Yuan Tao, Yuan Tao, you are so brave. As the deputy general of Jiangjin in the Ming Dynasty, you actually dared to attack friendly forces and start a civil war. Without the permission of the court, you dared to run from Jiangjin to Jiading, leave the town without authorization, and ignore the laws of the court. Empty assumption.

It was useless to be angry, so Yuan Tao defected to Yang Zhan. Yang Zhan had a good reputation in Sichuan and was relatively respectful to the court. If he was treated too harshly, it would be bad to push Yang Zhan to the Manchu side.

They had no choice but to order Fan Yiheng and Chen Bangyan to stop issuing military pay to Yuan Tao's troops. When would they return to Jiangjin and when would they be issued again? They also ordered Yu Dahai to divide their troops and garrison Jiangjin.

??

The last memorial about Tibet was written by Tibetan princes and nobles in the 10th year of Hongwu. The content was against the Ming Dynasty's establishment of post stations in Tibet and the recruitment of war horses.

After the Jiarong Eight Tribes Robbery incident, Zhu Hengjia paid special attention to Tibetan affairs and asked his ministers to find memorials about Tibet and the late emperor's approval for him to read. Unfortunately, the Southern Ming Dynasty was in political turmoil and many files were lost. I searched and searched for them. , just find this one.

Seeing Ming Taizu Zhu Yuanzhang's reply to this comment, Zhu Hengjia laughed so hard that his stomach hurt.

"Hahaha!"

"Your Highness, why are you laughing?"

Huang Wan, who was adding perfume to Zhu Hengjia's red sleeves, asked curiously.

"It's nothing. What the old man Gu Zaixiao Taizu said is all truth and vernacular!"

Taizu Zhu Yuanzhang's reply was this: "I have captured all the violent people. I have enough seats in my big seat. Because of this, people from all over the place came and I went to see them. I was rewarded with a name."

After all, he was still living happily in his hometown. It has been like this for ten years. Only Xipan Handubila worshiped Santama and this group of people, why didn't they send the mission? And they didn't talk to him.

I have horses, oxen and sheep. Now I am sending someone to tell you what I want to say. Kai and Xifan will know it. If the messenger recognizes him and sends it to the future, he will not be conquered. If he does not send someone to send the messenger,

, I am going there with my men and horses. I will teach Xifanmei to know. I heard that every time you go in front of the roots of Sakyamuni Buddha and the monk, every time you go in front of the roots, it is good to give birth to many people and give alms. So doing that is a very good thing, every time you do it

After all, that is the blessing of cultivating rebirth. Now I am in charge of the misfortunes and blessings in front of me. How can you, Xifan, be afraid of that? If you are afraid of the seasons, I will pray to those who will be sent to come every day.

I will teach you that every happy person will come to your land without troops and horses, and all you Westerners will know it."

This large passage of Taizu's words is in vernacular and is easy to understand. The main meaning is: Tibetan princes and nobles, if you listen to the court, I, Zhu Yuanzhang, will make you feel comfortable. If you don't, I will send troops to Tibet.

.

After reading Taizu's reply, Zhu Hengjia finally figured it out. It turned out that the elegant edicts he saw in later generations were all polished by Hanlin bachelors according to the emperor's wishes. No matter how vulgar the emperor's words were, the bachelors could still write brilliantly.

Flowers are born, and the imperial edict is perfectly drafted. You will be amazed after reading it: all the emperors are literary stars who have descended to earth!

Taizu's words made Zhu Hengjia angry.

If Gushi Khan of Lhasa is obedient, I will make him feel comfortable. If he is disobedient, I will send troops to Tibet!
